Contracting Officer, 202-268-5787. As part of a strategy to improve the
quality of mail based payment services, the United States Postal
Service (USPS) intends to offer retail remittance processing services
to businesses that receive recurring payments from consumers. To
support this effort, the USPS intends to enter into a contract on a
competitive basis to implement and manage a remittance processing
service. Two criteria are necessary for the contractor who will be
engaged in this activity. First, the contractor must be willing to
devote its remittance processing expertise primarily to the task of
processing remittances for the Postal Service. The contractor must not
operate or work for a major remittance processing business which would
be in competition with this effort. Second, the contractor must have
previously developed and operated a third-party remittance processing
business and established a track record of successful performance over
an extended period of time. All submittals should include evidence of
the following: expertise in the technical aspects of remittance
processing, including imaging and intelligent character reading;
expertise in marketing and business development in this industry,
including developing successful responses to RFPs and managing
relationships with major remittance processing customers; experience
integrating operations across a number of new and existing processing
facilities, including managing systems integration and developing and
implementing strategies to retain key personnel. There will be no
assurance that the Postal Service will actually contract for such
services. However, if the USPS does issue a solicitation, all
