This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-38. The FBI intends to negotiate a Firm-Fixed price type contract with four (4) option years on a sole-source basis with Security Integrations, Inc. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Line Item 0001 shall be for one (1) Security Bridge Software; Line Item 0002 shall be for Technical Assistance for the Software; Line Item 0003 shall be for Training to FBI employees on the Security Bridge Software; Line Item 0004 shall be for software upgrades, enhancements and maintenance for 5 years for the Security Bridge Software. The Security Bridge Software must integrate the Dunn and Bradstreet Software and the Data Communications Interface (DCI) security function into the Computer Associates Top Secret Security software package. Security Integrations, Inc., is the only known source capable of supplying the FBI with this type of software. Shipping is FOB-DESTINATION to FBI-Headquarters, Washington, D.C. The following FAR clauses/provisions are applicable to this acquisition: (a) 52.212-1 Instructions to Offerors - Commercial; (b) 52.212-3 Offeror Representations and Certifications - Commerical Items, and offeror is hereby advised to include a completed copy of this provision with the offer; (c) 52.212-4 Contract Terms and Conditions-Commercial Items; (d) 52.212-5 Contract Terms and Conditions Required to Implement Statuses or Executive Orders-Commercial Items; (e) 52.217-5 Evaluation of Options; and (f) 52.217-9, Option to Extend the Term of the Contract. However all proposals received after fifteen (15) days after date of solicitation of this synopsis will not be considered by the government. Determination by the government not to compete this proposed contract based upon responses to this notice is soley within the discretion of the government.
