The Volpe Center plans to procure sole-source, through simplified acquisition procedures, software development that must interface to Swedish Data Link. Project Management Enterprises, Inc. will develop software of an Airport Movement Area Safety System (AMASS) to the Synchronous Time Division Multiple Access (STDMA) interface. The software interface will be integrated by Project Management Enterprises at Atlanta Hartsfield Airport. The system will provide automatic conflict alerts to assist the tower controllers in reducing runway accidents, provide alerts involving possible conflicts of aircraft on the runway and on the close approach path with other aircraft/vehicles/obstacles on or near the runway, and will provide an added situational awareness capability for equipped vehicles on the airport movement area. Small Business Firms under SIC CODE 7373 that are interested in proposing on this requirement must demonstrate to the Contracting Officer in writing no later than 15 days from date of publication that they: (1) possess the equipment and software for the current trials of STDMA systems being conducted. (2) That they possess the program source code required to make changes in system configuration and performance to execute the various scenarios in the bi-lateral STDMA test program.
