DEA-96-R-0023 DUE 082396 POC Linda M. Didaleusky, Contract Specialist,
202-307-7831. Repair of Biometric Access Control System (BACS). The
Drug Enforcement Administration intends to issue a sole source contract
to VVE Security and Communications, Inc., 578 Nepperhan Avenue,
Yonkers, New York, for engineering services to repair eighty (80) BACS
equipment items located on multiple floors at DEA's New York Field
Division office in New York City. All work must be performed on site.
VVE Security and Communications Inc. was the original company who
repaired and maintained the BACS as a subcontractor through Wackenhut
Applied Technologies. Subsequently, Wackenhut has discontinued its
business in this field. Initial installation of the system occurred
approximately five years ago. The major components of the system are as
follows: the PCE-AAPH Multi-user Alarm/Access Management System, the
software developed by AMDI, Newport Beach CA.; Hand readers,
manufactured by Recognition Systems Inc., San Jose, CA; Magnetic locks
and exit buttons and associated hardware, produced by Secuitron
Magnalock Corp., Torrance, CA. It is anticipated that in order to
establish a standard system, that at a minimum, the following repairs
or adjustments are required to the BACS: rewire the entire system;
convert the current custom AMSD software to standard RSI handuet
software; replace each power supply; replace lithium battery in each
reader; field test each reader for proper operating specifications and
performance. No solicitation is available. All responsible sources may
submit an offer which shall be considered. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. See Note
