Taborelli, Code 2713, 805-982-5058 The navy intends to negotiate on a sole source basis with Cooper's & Lybrand (C&L) to develop a proof-of-concept of the Facilities Information System Graphical User Interface (GUI) and conduct briefings of the Facilities Information System (FIS) assessment findings and conclusions to the Naval Facilities Engineering Command (NAVFAC) Engineering Field Divisions (EFD). No other source could reasonably perform this work without substantial duplication of cost and effort since C&L has unique knowledge and expertise due to their previous involvement in analyzing the FIS 2.0 System and presenting a revised concept of operation utilizing Graphic User Interface products. C&L has also prepared a preliminary executive briefing on the results of the study, which needs to be finalized and presented to the EFD. C&L is the only contractor who has intimate knowledge of the intricacies of this study required for proofing of their proposed concept of operation and finalizing the executive briefings.
