Y -- BOILER CONTROLS RETROFIT SOL IFB 570-41-96 DUE 092096 POC Gloria Garcia, Contracting Officer (209) 228-6932 Contractor shall furnish and install boiler computer controllers, loop controllers, digital instrumentation, data acquisition, and associated sensors for three (3) boilers at the Department of Veterans Affairs Medical Center (DVA) Fresno, CA. The following controls and indications shall be included: Plant Master Pressure Control capability with master selector switch; Sub-Master, Boiler Master Control; Jackshaft fuel and air control capability for gas/oil firing; 2-Element Feedwater control; Blowdown water control; Data Acquisition System; Digital Outside Temperature Indication; Total Steam Flow Indication. The automatic boiler control system shall be a complete micro-computer based automatic system providing control and indication of boiler and burner starting, stopping, and running functions. The control strategy shall be single point-positioning with 2-element feedwater control. The fuel valves gas/oil shall be jackshafted with the forced draft fan damper. Each electric actuator shall have a potentiometer to provide feed-back signal for each loop. The controller for each boiler shall accept inputs from the new steam header pressure, drum level, temperature and boiler steam flow transmitters. The controllers will vary the firing rate, and drum level to meet the set-point conditions. Boiler Computer Controller, Micro-Processor, Multiple Loop Technology with separate manual/auto station, Model C-10040-00 from Hayes Republic Boiler Computer Controller or EQUAL could be acceptable. Subject controls shall be provided and installed by Licensed Professional Individuals. This solicitation is unrestricted and invites full and open competition.
