Department of Energy intends to award a sole source contract to AT & T for AT & T calling cards and long distance custom service. This calling card must meet the Congressioinal mandate for using the Federal Telecommications System (FTS) 2000 network for domestic long distance calling. The FTS 2000 Network must also provide to the public telephone network for custom calling features such as long distance information requests and operator assisted calls. The calling card must provide ease of operation and enhanced capabilities such as 0 + calling at public telephones, sequence calling of two or more telephone numbers, magnetic stripe for use with automatic calling card readers, and separate billing for domestic and international calling. This is a Notice of Intent and is not a request for competitive ptoposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract, based upon respones to this notice, is solely within the descretion of the Government. (0221)
