Provide one skid mounted Liquid-to-Compressed Natural Gas (LCNG)
service station to include dispensers and associated storage tank.
Install (connect 110V power line from designated power source) at
Lackland AFB, TX. Service station capable of continuous two vehicle
servicing, with a minimum vehicle fill flow rate of 150 SCFM per
vehicle. The contractor must construct and install the units in
accordance with all local, state, and national codes, as well as
accepted industry standards as applicable. These shall include but not
be limited to: ANSI B31.3,2. ASME Sect. VIII, Div. 1,3. NFPA 52,4.
National Electrical Code, 5. OSHA requirements, 6. Underwriters
Laboratories. 1. Accomplish work specified for the original bid price.
This includes special work times for utility outages and repair of
damages. The words ''at no additional cost to the Government'' are
implied whether stated or not. 2. Provide all labor, material, plant,
equipment, supplies and coordination required. 3. Complete equipment
engineering and provision of the following drawings: Skid mounted LCNG
station and dispenser Piping and Instrumentation schematic. 4. Drawing
must be presented for approval by the USAF within 4 weeks of award of
this contract. All materials/components shall be new, of recent
manufacture, and free from defects prior to assembly. All gas piping,
tubing, and fittings shall be ordered with test certificates or
certificates of compliance. 1. All pressure welding to be performed by
certified welders to registered welding procedures (copies to be
submitted with this bid). Certification and registration to be by
National Board regulated Agency. 2. Subsequent to all pipe and tubing
fabrication a dry nitrogen purge shall be made to remove any loose
scale, filings or other foreign material. 1. Electricity consumption
per gasoline gallon equivalent to be no more than 0.35 kwh. 2. All
devices shall be electrically bonded/grounded. 1. One horizontal liquid
natural gas (LNG) storage tank with capacity rated at a minimum of
2,500 U.S. gallons. 2. Liquid-to-compressed natural gas vaporizer
system. 3. No on-site compression allowed. 4. Storage tank must be
capable of pumping to mimimum low level of 250 gallons. 1. Supply one
2 hose dispensing system suitable for public refueling applications. 2.
Micromotion measurement on each hose. 3. The dispenser system will
incorporate an electronically based temperature compensation system.
Temperature compensation to regulate to 4000 Psig @ 70 degrees F. 3.
Electronic digital display showing quantity in gallons (gasoline
equivalent gallons). Units must include battery backed-up totalizers
and be compatible with the Fuels Automated Management System (FAMS).
Unit is to be factory calibrated and sealed. 4. Each dispenser hose is
to be individually sequenced, based on flow rate as measured by the
micromotion meters. 5. Vehicle servicing connections will be by quick
coupling type, NGVI nozzle compatible with standard vehicle quick
coupling type, NGVI receptacles. 1. Dispenser shall be designed to be
energized on the request of an authorized customer. The access
mechanism shall be the Vehicle Identification Link (VIL) system. 2.
Design basis for the VIL system is Fuel Master FMU-2000, Automated
Fuels Service Station, with PROKEE encoder and USAF programming by
SIN-TECH System, Inc., P.O. Box 5258, Tallahasse, FL 32314
(909-878-2558) POC is David Oglesby. 3. CNG dispenser shall be equipped
with Krauss Industries MICOR 100 head units (model 1001 or 100 in) or
equivalent. 1. Contractor shall provide gas detection at the dispenser
with audio alarm. 2. Contractor shall provide excess flow device(s)
which detect/shut down supply when flow is detected when dispenser is
not activatged. 3. The CNG supply pipes shall be equipped with
over-pressure protection. The contractor shall provide system training.
This training is to include: 1. Vehicle Servicing. 2. LNG receipts. 3.
Daily and weekly inspections. 4. Long term maintenance and service
requirements. 5. Safety procedures. 6. Emergency procedures. 7. System
operation overview. 8. Troubleshooting procedures. 9. Written training
materials and handbooks to include operating instructions, illustrated
parts breakdown, and maintenance schedules. The function test shall be
witnessed by the Base Civil Engineer and a report issued to him.
Functional tests shall be performed on all system and subsystem
components using LCNG vaporized to CNG to include: 1. LNG receipt
receptable and CNG dispenser receptacle compatibility, flow rates,
pressures, and issue meter calibrations. 2. Connectivity and
compatibility to the FAMS through the VIL system. The contractor will
supply product for initial system functional testing and operator
training. Subsequent resupply will be provided for by the Government.
The following quality specifications will apply to the gas supplied by
the contractor: 1. CNG containing NO carbon dioxide or water, with not
less than 97% methane by volume. 2. CNG must be odorized. Site to be
determined through a joint site selection survey performed by the
contractor and designated base officials. Additional Information: 1.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requreste and a
written solicitation will not be issued. 2. This is a request for
proposal (RFP). 3. The solicitation document (F41689-96-RA165) and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 90-39, 26 Jan 96. 4. There is no set-aside
for this solicitation. SIC Code 7549 and small business size of $5M is
used for this solicitation. 5. Contract line item 0001. Skid mounted
portable liquid-to-natural gas service station to include dispensers
and associated storage tank. Contract line item 0002. Training in
accordance with the statement of objectives. 6. Acceptance will be to
