A -- DESIGN, DEVELOPMENT, INTEGRATION AND TESTING OF NATO IMPROVED LINK ELEVEN (NILE) SYSTEM NETWORK CONTROLLER (SNC) AND NILE FERENCE SYSTEM (NRS) SOL N00039-96-R-0001(Q) POC Thomas A. Kruza, 02-21, 703-602-0854. Synopsis No. 62. Request for Proposal (RFP) for the NATO Improved Link Eleven (NILE) Reference System (NRS) and System Network Controller (SNC) Development. The United States (US) Department of the Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM), in support of the Program Executive Officer for Space, Communications and Sensors (PEO-SCS), plans to award a contract for the design, development, integration, and testing of the NATO Improved Link Eleven (NILE) System Network Controller (SNC) software, and the NILE Reference System (NRS). NILE is an international cooperative project among seven nations: Canada, France, Germany, Italy, the Netherlands, the United Kingdom, and the United States. NILE has been designated as Link 22 by NATO. The United States, as host nation for the NILE Project Management Office (PMO), will carry out the entire procurement process under US laws, regulations and procedures. Refer to US Commerce Business Daily (CBD) Synopsis No. 60, published 22 Aug 95 (Initial Draft RFP for this procurement), Synopsis No. 48, published 21 May 96 (Draft RFP #2 for this procurement), and Amendment to Synopsis No. 48, published 25 Jun 96 (Additional information regarding Draft RFP #2), for additional information. The Final RFP (not including the specifications) will be transmitted through the SPAWARSYSCOM Bulletin Board System (SPAWAR BBS), which can be accessed by calling (703) 602-9494, or via the internet at URL http://spawarbbs.spawar.navy.mil. The specifications are available only to industries of the seven NILE nations, and thus will not be placed on the BBS. The SPAWAR BBS (non-internet) operates at 14,400 BAUD with a setting of 8:N:1. To download the Final RFP, the prospective offerors will need, at a minimum, PC or MAC, with modem emulation software that supports VT100 or ANSI standing, a modem that operates between 300 bps - 14.4K bps (for non-internet access), and 0.6 MEG of free disk space. Prospective offerors are required to supply the name and address of their company, the Point of Contact's name and phone number on the on-line questionnaire in order to be placed on the RFP's Bidders List. The Final RFP file name will be NILEFNL.ZIP, and will consist of files in WordPerfect 6.0, Microsoft Word 6.0, and Microsoft Access 2.0 formats, compressed by a shareware program, PKZ204G.EXE. The SPAWAR BBS will be available 24 hours a day, seven days a week. However, as the demand may be heavy, it may be necessary to call repeatedly or during non-business hours. Written or electronic requests, to the contracts specialist or contracting officer listed below, for an electronic or hard copy of the Final RFP, and/or the specifications, will be honored. If the request is in writing, two formatted high density 3-1/2 inch diskettes most accompany the request. Offerors may also bring two formatted high density, 3-1/2 inch diskettes to the Contractor Liaison Branch, Space and Naval Warfare Systems Command, 2451 Crystal Drive, CPK5, Room 201, Arlington, VA, 22245-5200, between the hours of 7:00am - 3:00pm Mon-Fri, in order to obtain an electronic copy of the Final RFP and/or the specifications. See the README file accompanying the RFP for guidance on obtaining classified appendices to the specifications. The Final RFP will be available no earlier than 15 days from the date of this synopsis. More specific schedule information regarding the NILE RFP will be provided, when available, via the SPAWAR BBS under the file name NILEDATE.ZIP. This file will be periodically updated to provide current schedule information for the Final RFP. This synopsis is not a promise by the government to pay for information received in response to the RFP. Potential offerors must possess a NATO SECRET facility clearance 30, 60, 90+ days after award. As stated previously in synopsis no. 48, published on 21 May 96, a NILE Documentation Library will be established subsequent to release of the final RFP at TECHPLAN Corporation (Suite 704, Four Crystal Park, 2345 Crystal Drive, Arlington, Va 22202) to assist Offerors in submitting a proposal for the NILE Subphase 2 contract. Information on the use of this Library will be published on the SPAWAR BBS, and will include a list of available Library documents. Offerors anticipating use of the library will be required to submit a Request for Visit (RFV) in order to access the library facility. Due to the lead time required for processing RFVs, all prospective U.S. and non-U.S. bidders/interested parties should immediately start processing your RFVs through your Ministry of Defense/Defense Department. The RFV should have a duration of at least six months and conform with the guidance contained in the U.S. National Industrial Security Operating Manual (DOD 5220.22-M), Chapter 10, or your respective national guidance, as appropriate.
