updated Broad Agency Announcement (BAA) describing experimental,
developmental and applied research work opportunities for the U. S.
Army Simulation, Training and Instrumentation Command (STRICOM) and the
Army Research Institute (ARI) will be issued to to interested parties
on or about 1 October 1996. BAA 95-02 issued 1 August 1995 is still in
effect. Once BAA 96-02 is issued, it will supersede BAA 95-02 and will
remain in effect for five years or until superseded. The BAA is general
in nature and identifies current and development areas of research of
particular interest to STRICOM and ARI to include: 1. BATTLEFIELD
SIMULATION RESEARCH (i.e. Engagement Simulation and Instrumentation
Technology, Distributed Simulator Networks, High Level Architecture
(HLA) Runtime Infrastructure (RTI), Wargame Simulation, and the
Synthetic Environment Data Modeling, Interchange Access, and Reuse
Development (SEDRIS)); 2. TRAINING DEVICE AND SIMULATOR RESEARCH (i.e.
Simulator Design Methodologies, Visual Simulation, Virtual Reality,
Software Technology, Telephone Base Technology Research, and Embedded
Training); 3. INSTRUMENTATION, TARGETS AND THREAT SIMULATORS RESEARCH
(i.e. Instructional, Targets, and Threat Simulators); 4. TEST AND
EVALUATION RESEARCH; 5. TRAINING SYSTEMS RESEARCH; and 6. TRAINING
SYSTEMS EVALUATION RESEARCH. This BAA also covers the announcement for
Cooperative Agreements which can be found in Part IV of the BAA.
Awards resulting out of this announcement may take the form of a
contract or a cooperative agreement. Potential sources are encouraged
to request a hard copy of the BAA from Vallerie Redd, Code 2733.4, at
the address above. A copy can also be obtained by downloading the
STRICOM's World Wide Web (www) Home Page accessed at
www.stricom.army.mil. After review of the BAA potential sources are
encouraged to contact the appropriate STRICOM or ARI office to
determine if a response to the BAA is warranted. Points of contact will
be identified in the BAA. If a potential source has a novel research
approach, a white paper should be prepared. The white paper should
address the major research thrust, the technical approach, the research
goals and military relevancy. Notice of Simulation Acquisition Bulletin
Board (SA-BB): STRICOM has established an electronic bulletin board
system that is accessible to Government agencies, industry and academic
institutions. The SA-BB, previously the STRICOM/Industry/Academia
Bulletin Board (SIA-BB), is designed to share information between
STRICOM Industry and Academia concerning potential and actual
acquisition programs during all phases of the acquisition process. The
system operaters at up to 9600 baud. Modem settings are: 8 bits, 1
stop bit, and no parity. Data regarding future and in progress
projects/acquisition are available as both text files and self
extracting compressed files. It is a secured system requiring accounts
and passwords. New account users are required to complete the
application that is posted on the system and access is automatically
