Air Warfare Center - Aircraft Division (NAWCAD) Patuxent River,
Maryland has a requirement for research and development services for
network enhancements in the areas of Internet and Intranet based
electronic mail, electronic bulletin boards, file repositories,
facsimile repositories, remote search capabilities, and multi-level
secure trusted environments in support of the Test and Evaluation
Community Network (TECNET). TECNET is a series of UNIX based host
computer systems supported by dial-up, NIPRNET and Defense Research and
Engineering Network (DREN) access. TECNET is fundamentally an
electronic mail and bulletin board host computer complex located at the
NAWCAD. This family of computer serves over 9,000 users within the DoD
Test and Evaluation and other DoD communities world wide.. Specific
Range Commander's Council, Test and Evaluation Reliance Investment
Board (TERIB), Defense Test and Evaluation Professional Institute
(DTEPI) and other Test and Evaluation community applications shall be
supported and developed using a combination of the C language and Data
Base Management System languages. Advanced research areas include:
Intranet instantiation, applications integration, graphics interchange,
video and voice, collaborative group-ware applications, ATM/SONET,
ISDN, X.400, X.500, distributed data bases, expert systems interfaces
and state of the art trusted systems. The successful offeror will be
granted communications access for direct, secure access to the TECNET
host computers located at the Naval Air Warfare Center - Aircraft
Division, Patuxent River, Maryland. This effort is a ''follow-on'' to
contract N00421-96-C-5049 with Clemson University, Clemson, S.C. It is
anticipated that a cost plus fixed fee contract will be awarded as a
result of this solicitation. The contract requires SECRET clearances
for all personnel associated with the effort. Key personnel to include
Program Manager/Principal Investigator, Project Engineer/Researcher,
Systems Analyst, and Program Analyst. Staff personnel to include
Clerical, Administrative Assistant, Configuration Management
Specialist, and Librarian/Technical writer. The level of effort is
estimated to be approximately 9,600 manhours per year. Contract period
of performance to begin 1 April 1997 through 31 March 1998. Three
additional option year periods are anticipated through 31 March 2001
and may be exercised at the Government's discretion. All request for
