A -- ADVANCED BALLISTIC MISSILE DEFENSE COOPERATIVE RESEARCH EXCHANGE LETHALITY TECHNOLOGY PROGRAM POC POC: Michele Reichelt, (703) 604-4298, CBD Reference Number: BMDO 96- 26. The Ballistic Missile Defense Organization (BMDO) plans to award a sole source follow-on contract, reference number 96-26 to the United Kingdom (UK) Ministry of Defense (MOD) to conduct research in the area of lethality technologies for non-nuclear interceptor defeat of threat missile chemical and biological weapons (CBW). The effort will address CBW threat assessment, compilation and correlation of US and UK Government CBW properties data, simulant selection and validation analysis and measurements, analytic and experimental investigation of CBW non-nuclear defeat mechanisms and potential hardening countermeasures, and CBW propagation, deposition, and effectiveness degradation modeling. This effort is intended to be accomplished and developed on the basis of existing UK Government owned and operated models and facilities. The effort also includes analytical and experimental lethality evaluation of proprietary UK MOD developed CBW threats. This proposed contract will be Cost (No Fee) with a 48 month period of performance. The Government intends to solicit and negotiate with only the UK MOD under the authority of 10 USC 2304(c)(1), only one responsible source, based on: (1) The United Kingdom is the sole source of data bases, models, and facilities required for this continuing research effort, (2) Award to any other source would likely result in substantial duplication of cost to the Government not expected to be recovered through competition, and (3) Award to any other source would likely result in unacceptable delays in meeting the BMDO requirements.
