COMMERCE BUSINESS DAILY ISSUE OF AUGUST 12,1996 PSA#1656AFOSR, 110 Duncan Avenue, Room B115, Bolling AFB DC 20332-8080 A -- AIR FORCE OFFICE OF SCIENTIFIC RESEARCH -- NEW WORLD VISTAS POC
Lt Col James C. Garcia, AFOSR/XP, (202) 767-5015 The following text is
an abridged version of text that is planned to appear in the
''RESEARCH INTERESTS and BROAD AGENCY ANNOUNCEMENT 97-1 of the AIR
FORCE OFFICE OF SCIENTIFIC RESEARCH'' (BAA) scheduled for publication
on 1 October 1996. Because of the emphasis the Air Force is planning
for this program, this text is being provided here, ahead of time, so
that interested researchers may have as much preparation time as
possible to be able to respond quickly once the BAA is released. A
complete version of this text can be found via the World Wide Web

(QUOTE) The Air Force Office of Scientific Research (AFOSR) is
specifically, but not exclusively, interested in sponsoring basic
research that supports the science and technology areas identified in
the Air Force Scientific Advisory Board's New World Vistas report. The
New World Vistas report identifies science and technology needed to
support six future Air Force capability areas: Global Awareness,
Dynamic Planning and Execution Control, Global Mobility in War and
Peace, Projection of Lethal and Sublethal Power, Space Operations, and
People. The six areas have been further broken down into 41 science
and technology subareas. The Air Force intends to invest in basic
research that supports some or all of these subareas in the near
future. These areas are: A. Global Awareness--Point of Contact: Dr.
Charles Holland, (202) 767-7899: (1) Network Data Fusion for Global
Awareness, (2) Lightweight Antenna Structures, (3) Low-Cost,
Lightweight Membrane Structures, (4) In Situ Sensors, (5) Global
Awareness Virtual Testbed, (6) Low-Noise/High-Uniformity Broad Band
Sensors; B. Projection of Lethal and Sublethal Power--Point of Contact:
Dr. Jim C. I. Chang, (202) 767-0467: (7) Family of Uninhabited Aerial
Vehicles (UAVs), (8) Hypersonics, (9) Lethal and Sublethal
Directed-Energy Weapons, (10) Energy-Coupling Modeling and Simulation;
C. People--Point of Contact: Dr. William O. Berry, (202) 767-4278:
(11) Human Machine Interface, (12) Team Decision Making, (13) Cognitive
Engineering; D. Space Operations--Point of Contact: Dr. Horst R.
Wittmann, (202) 767-4984: (14) Microsatellites, (15) Distributed
Functionality, (16) Precision Deployable Large Antennas and Optics,
(17) High-Efficiency Electrical Laser Sources, (18) Space Object
Identification and Orbit Prediction, (19) High-Energy-Density
Propellants, (20) Jam-Proof Area-Deniable Propagation, (21) Nanosecond
Global Clock Accuracy, (22) Hypervelocity Dynamics, (23) Low-Cost
Lightweight Structures and Materials, (24) Power Generation and
Storage; E. Dynamic Planning and Execution Control--Point of Contact:
Dr. Charles Holland, (202) 767-7899: (25) Planning and Scheduling, (26)
Communications, (27) Knowledge Bases, (28) Intelligent Agents for Air
Force (AF) Battlefield and Enterprise Information Assistants, (29)
Information Warfare, (30) New Models of Computation, (31)
Domain-Specific Component-Based Software Development; F. Global
Mobility in War and Peace--Point of Contact: Dr. Jim C. I. Chang, (202)
767-0467: (32) Precision Air Delivery, (33) Composite Materials and
Structures, (34) Low-Specific-Fuel Consumption Propulsion, (35)
Aerodynamics and Controls, (36) Subsystems Integration/Power, (37)
Advanced Landing Gear, (38) Micro Electro Mechanical Systems, (39)
Active Defense Systems, (40) Battlefield Awareness and Weather
Predictions, and (41) Human Systems Interface and Training. AFOSR is
inviting submission of basic research proposals in response to these
New World Vista science and technology needs. Those interested are
strongly encouraged to contact the points of contact shown above for
additional information prior to submitting proposals specifically
directed at these areas. Additional background information may be
obtained from the Air Force Scientific Advisory Board's New World
Vistas report summary volume. It can be found at the World Wide Web
address http://web.fie.com/htdoc/fed/afr/sab/edu/text/any/afrtnwv.htm
(Web addresses occasionally change. If you cannot find the New World
Vistas site at this address, contact AFOSR/XPP at (202) 767-5015 for
assistance.) Proposals specifically directed at New World Vistas areas
should be identified as such and should reference the specific New
World Vistas area.(UNQUOTE) (0221) Loren Data Corp. http://www.ld.com (SYN# 0013 19960809\A-0013.SOL)
