Flemming, Contracting Officer, (202) 366-9564 The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Quotation for a study to estimate the cost, weight and lead time impacts associated with implementing the use of pressure or temperature locking radiator or coolant recovery cap in vehicles 10,000 pounds and under. The contractor shall analyze the cost, weight and lead time impacts of the use of the radiator pressure cap of a 1996 GEO Metro, the coolant surge tank pressure cap of a 1996 Dodge Intrepid, the Lev-R- Vent radiator cap manufactured by Stant Manufacturing, Inc, the Radloc temperature locking radiator cap, a prototype pressure locking coolant recovery cap and a prototype pressure locking radiator cap. The number of specific designs and model applications analyzed must be sufficient to produce estimates that will represent the weighted average of all individual model lines of the major manufactures. The contractor shall process estimate the absolute cost for the baseline radiator/coolant recovery caps currently used in passengers cars, light trucks, vans and multipurpose vehicles and the cost of incorporating the RadLoc temperature locking radiator cap, and the two prototype pressure locking caps as standard equipment. Additionally, the contractor shall estimate the incremental capital expenditures required, assuming the RadLoc temperature locking radiator cap and the two prototype pressure locking caps are required to be standard equipment on all vehicles 10,000 pounds and under. A Simplified Acquisition is anticipated for a period of 3 months. The Request for Quotation will be mailed to those organizations responding in writing to this announcement within 15 days after notice appears in the CBD. In absence of responses from firms who believe they have the capacity to perform this requirement, within the time specified, herein, a competitive Request for Quotation will be issued to firms available.
