Mallgrave (301) 975-6330 The National Institute of Standards and Technology (NIST) on behalf of the Department of Commerce, Office of Technology Policy (OTP) has a requirement for phase two of a research program on Technology and Industrial Performance in the Service Sector. The object of this requirement is to link the research planning (Phase one) and field research stages (Phase two) of the project seamlessly. To obtain the types of data required for this study, the Contractor shall be required to provide empirically sound, comparative, firm-level field research by a research professional with considerable experience in designing and using interview-based methods to understand the process and implications of technology development and use in various service industries. The Contractor shall operationalize the project's research design by visiting, observing, analyzing, and assessing the operations of individual firms in three separate service industries as specified by OTP. Deliverables shall consist of three reports consisting of: 1) The preliminary assessment of the cases from initial, cross-case interview set; 2) Draft of full report, assessing all data and drawing preliminary findings; and 3) Final comparative assessment--Period of Performance shall be from date of award through June 1, 1997--FOB destination Washington, D.C.--The proposed contract is a 100% set-aside for Small Business Concern whose average annual receipts of the concern and its affiliates for its preceding three fiscal yeare must not exceed $3,500.
