The Government anticipates entering into a sole source contract with McDonnell Douglas Helicopter Systems (MDHS), 5000 East McDowell Road, Mesa, Arizona 85215-9797. These initiatives are part of the cost savings effort begun in the Value Engineering Program Requirements Clause (VEPRC) contained in the Basic Ordering Agreement DAAJ09-94-G-0009. The following efforts deal with the acquisition of the non-recurring engineering efforts required to implement parts and component improvements for the AH-64 system, design, and the manufacturing intricacies, including spares, that will result in life cycle cost savings to the United States Army. VECP 1300-3, ''Extended Nose Gearbox Breather'' - This effort is associated with the development and documentation of engineering design changes as required to incorporate an extended nose gearbox breather. VECP 1298, - ''Abrasive Testing/Main Rotor Blade'' - This effort is associated with the incorporation of changes to the current process that is used to prepare the main rotor blade spars for bonding during new blade manufacture.
