Anticipate an award to Center for Naval Analysis, Institute for Public
Research (IPR)-- Major changes are projected/occuring in the Global
Geospatial Information and Services (GGI&S) environment. Among these
are the transition of the Defense Mapping Agency (DMA) into the
National Imagery and Mapping Agency (NIMA), creation of the Geospatial
Information Integrated Product Team (IPT), the 1995 Defense Science
Board (DSB) initiatives, and a drive toward migration of production
operations to more reliance on commercial sources. A sole source
contract, base year with two option years, is contemplated with IPR, a
not-for-profit organization, for technical services which will provide
upper and senior level DMA management with advice and support in making
technical, corporate, and policy decisions relative to NIMA transition
and implementation activities; Geospatial IPT initiatives which are
essential in developing an infrastructure capable of supporting the
interoperability requirements of the national security and defense
customers; 1995 DSB recommendations; advice on current operations and
processes; and advice on migration issues. This award will be based on
the unbiased technical expertise that the Center for Naval Analysis,
Institute for Public Research, (IPR) will bring to DMA, thus allowing
for a high level of technical advice from experts in applicable areas
to be provided to upper and senior level management without fear of
organizational conflict of interest issues arising. IPR has no
association or interest in vendors of hardware, software or systems
integration. They have investigator(s) with extensive technical and
senior management experience in commercial programs for DoD and
Intelligence imaging and mapping systems. They are comprised of a staff
possessing in-depth experience with military operations and
intelligence support employing space-based and terrestrial intelligence
systems and DoD and commercial communications systems. They have
performed analyses of DoD and civilian government agency modernization
programs entailing major information systems development, process
engineering and/or organizational and cultural change. Thus, this
non-conflict unbiased environment which exists through IPR is essential
to the current and future success of DMA transition efforts and
