Pool, Contracting Officer, CSSD-CM-C, (205) 955-1187 This acquisition is for non-personal services in support of the Office of the Assistant Vice Chief of Staff of the Army (AVCSA), a new position on the Army Staff subject to the direction of the Secretary of the Army, and in coordination with the Secretariat, responsible for developing and articulating the Army's requirements. The contractor must have knowledge and experience in the Department of Army, sister service, joint, and DOD requirements process to include Army Planning, Programming, Budgeting and Execution System (PPBES) and DOD's Planning, Programming, Budgeting System. Of major interests are resource planning, force structure analysis and integration, mission area analysis, and resource strategy. The contractor will be required to provide analysis, research, modeling and simulation, and tool building to support studies and research projects. Further, the contractor must be able to prepare product presentation materials and provide graphics art support. The contractor must provide all necessary labor, supplies, and equipment to perform this support. It is anticipated an organizational conflict of interest (OCI) clause will be included in the contract which will prohibit the successful proposer from participating in any other contracts for the Office of the AVCSA. This acquisition will be set aside for small business, with an estimated period of performance of thirty-six months. No foreign participation. Task Order/IDIQ anticipated.
