John-Angle, Contracting Officer, 201-724-3214. This is a Non-Developmental Item (NDI) procurement program for anti-reflection devices to be used in conjunction with small arms battlefield optics. The Anti-Reflection Device (ARD) is a generic term to describe a hardware which when placed over the visibly exposed lens of an optical device, will inhibit reflection or glint which could visually reveal a users position. Proposed optical systems designated for possible anti-reflection devices include the M22 Binoculars (currently two configurations: Steiner (Green) Version and Corion/Fujinon (Black) Version), the M24 Sniper Weapon System (SWS), the AN/PVS-10 Day/Night Scope planned for the M24 SWS, the M144 Telescope, and the M24 Miniature Binoculars. The characteristics/features for these anti-reflection device(s) includes: (1) the ability to inhibit visible objective lens/window reflections; (2) the ability, when attached to the supported optical device, to NOT appreciably degrade or impact optical performance (i.e., light transmission, optical resolution, and field of view) of the system; (3) the ability to be easily attachable/removable by a soldier from the supported optical device; (4) the ability to require NO special tools by the soldier in the field for attachment or detachment; (5) the ability to NOT require physical modification of the supported optical system; and (6) the ability to reasonably perform in a typical battlefield environment. A Request for Proposal (RFP) will be issued and contractors will be required to submit a free test sample of any one of the above listed optical devices and a technical proposal. The technical proposal shall address the above ARD capabilities for all six (6) optical devices (i.e., M22 Green and Black, AN/PCS-10, M24 SWS, M144 and M24 minibinoculars). A contract will be awarded for forty (40) sets for each device; and a production option for fielded units and spares for up to a maximum quantity as listed: (Item) M24 Sniper Weapon System Rifle Scope ARD, (Qty) 1-4,375; (Item) M144 Telescope, Straight (spotting scope) ARD, (Qty) 1-4,375; (Item) AN-PVS/10 Day/Night Sniper Scope ARD, (Qty) 1-4,375; (Item) M22 ''Green'' Steiner Binocular ARDs, (Qty) 1-13,750; (Item) M22 ''Black'' Fujinon/Corion Binocular ARDs, (Qty) 1-7,500; (Item) M24 Miniature Binocular ARDs, (Qty) 1-1,250. The planned delivery of the test quantities will be 2nd/3rd quarter FY97. Upon the release of the RFP, information will be provided for contractor to make arrangement with the Contract Specialist to come to Picatinny to view and analyze the optical devices. Estimation of the date is approximately mid September, two weeks from release of solicitation. All responses should be submitted in writing in the English language. (0222)
