This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, number S-OPRAQ-96-R-0625, is issued as a request for proposals (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 90-40. Items to be acquired are brand name or equal: CLIN 0001, 2 each, Protocol Analyzer, Telenex Interview 8800 Turbo or equal with following characteristics: APPLICATIONS: Independent selection of interface type, Independent selection of clock source and speed for each port, Split clocking in single port mode, Support for control and display of interface; CAPABILITY: Trace/statistics/emulation frame relay applications programs up to 2.048 Mbps, Dual port options for protocol analysis of V.35/EIA-530 (449)/EIA-232 Interface; SPECIFICATIONS: Housed in a high impact plastic case; POWER: Line Voltage - 117/230 VAC, plus-minus 15 percent, 50 - 60 Hz. CLIN 0002 Datatran RS-232 Analyzer or equal, 3 each, Autofox Interface Analyzer with following characteristics: APPLICATIONS: RS-232 serial (sync and async), Centronics and Data products parallel interfaces, Multi-adapter, DB-25 to c-36 adapter; CAPABILITY: Work on serial and parallel interfaces, 26k byte memory to capture data for later review, analyze protocol; SPECIFICATIONS: Paded carrying case, multi-adapter, 4 ft 25 pin Y cable, 9 pin 2 foot cables; POWER: AC adapter for Line Voltage - 120VAC, plus-minus 15 percent. CLIN 0003, 3 each, International Data Sciences Breakout Boxes or equal with following characteristics: APPLICATIONS: RS-449 and EIA-530, Dual LEDs monitor signal activity on the common lines and pulse traps, monitor transients; CAPABILITY: analyze protocol; Full breakout on all lines on both sides of the interface, switches to open the circuit to allow patching. SPECIFICATIONS: Housed in high impact plastic with hinged lids, battery operated; POWER: Batteries. An operational/maintenance manual shall be provided with each test set delivered under the resultant contract. If there is a charge for the operational/maintenance manuals, the offeror shall state a unit price for a quantity of four (4). Offerors shall provide an equipment warranty with the same terms and conditions as that offered to their most favored customers with a minimum duration of one (1) year. Deliver F.O.B. Award will be made to the lowest priced, technically acceptable offer. Offerors shall provide descriptive literature, product specifications, warranty terms and conditions, and one copy of owner's manual with maintenance procedures as part of the proposal. Offerors shall state in their proposal whether they desire the return of material submitted to the Department of State for evaluation purposes. FAR clause 52.212-4 - Contract Terms and Conditions--Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders-commercial Items, will apply to the resultant contract: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35 (DOS Deviation), 52.222-36, 52.222-37, and 52-225-9(3). DOSAR clauses 652.203-70 and 652.206-70 will also apply, as well as the Arab League Boycott of Israel and Export Administration Act clauses which are available from the Contracting Officer pending inclusion in the DOSAR; in addition, offerors must certify that they: (a) do not comply with Arab League boycott of the State of Israel, by taking or knowingly agree to take any action with respect to the boycott of Israel by the Arab League countries, which Section 8(a) of the Export Administration Act of 1979, as amended (50 USC Ap 2407a) prohibits a U.S. person from taking, and (b) do not discriminate in the award of subcontracts on the basis of religion.
