58 -- TELECOMMUNICATIONS -- INTERACTIVE DISTANCE LEARNING DUE 082896 POC Edwin G. Casswell, Jr. Tel: 410-965-9490 Sources Sought Synopsis for Televideo Service at SSA Headquarters and Field Offices. The Social Security Administration (SSA) is seeking sources to provide ubiquitous televideo service for SSA Headquarters and SSA field offices. The proposed initial term of the contract will be for one year with a one year warranty with 4 one-year option periods for optional equipment and additional site maintenance and support. SSA would like to include in this support, maintenance of the current video communications systems which includes, but are not limited to, the Interactive Distance Network (One Touch Viewer Response Units) and compressed video- conference network (Compression Labs Video Systems). Vendors should provide information with their submission as to whether they can provide this maintenance support for the Government owned equipment/systems. These systems are currently located at SSA Headquarters in Baltimore and field offices located throughout the continental United States, Hawaii, Puerto Rico, and Alaska. A minimum of 700 Distance Learning sites shall be installed during the first contract year with the capability of expanding to 1500 sites during the second contract year. A minimum of 1000 compressed video-conferencing systems shall be installed during the five-year life of the contract. The network solution shall be fully compatible and inter-operable with the existing SSA Interactive Distance Learning and Compressed Video- conferencing networks. The network solution shall have inter- operability with the FTS2000 video services. The contractor shall have experience in the maintenance and installation of systems of similar design as the existing systems. All equipment proposed shall meet or exceed FCC regulations for telecommunications systems. The contractor shall provide emergency service response for all aspects of the systems for at least 12 hours during all Government working days. The contractor shall be responsible for maintenance of all existing Government owned televideo equipment and any other televideo equipment ordered under the proposed contract. In addition, the contractor is responsible for system implementation, design, engineering, documentation, installation, replacement parts, maintenance supplies, test equipment, equipment relocations and keeping the equipment in good operating condition. Maintenance response time shall be within four hours. The contractor shall be responsible for providing and installing televideo equipment which shall include, but is not limited to, keypad based viewer response systems, site controllers, TV monitors, VCRs, studio equipment, room video systems, multi- conference units, whiteboards, codecs, inverse multiplexers, T- 120 ancilliary devices, etc. The contractor shall support upgrades due to carrier provided services, program designs, staging, direction support interoperability analysis, site survey, provisioning, documentation, setup and maintenance of a SSA directory service, network operations, implementation, testing and user training. The contractor shall also be responsible for premise wiring and satellite system interface. SSA is interested in obtaining manufacturer brochures, equipment and software specifications. Vendors shall provide information about their company and include the number and qualifications of employees, with an outline of previous relevant experience and projects. Locations where similar systems have been installed by the vendor shall also be provided. No cost or pricing data is required or requested. This is not a request for proposal, and the Government does not intend to pay for the information solicited or received. Respondents will not be notified of the results of the evaluation of the source data received. Any interested organization must submit appropriate data in duplicate within fifteen (15) days of this announcement. See note #22. (0222)
