70 -- ENCODER/DECODER SOL 52SBNB6C9279 DUE 080296 POC Kathleen Lettofsky (301) 975-6342 This is a combined solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 53SBNBC9279 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. The standard industrial classification (SIC) code is 5099. The contract line item numbers (CLINs) and items, quantities and units of measure are: CLIN 0001 PC MPEG2 encoder, 01 each; CLIN 0002 MPEG2 Decoder Developers Package, 01 each; CLIN 0003 MPEG2 Decoder for the PCI Bus, 01 each. Please submit your price in accordance with the CLIN structure identified in the previous sentence. The National Institute of Standards and Technology (NIST) intends to acquire the PC MPEG2 encoder boards with the following minimum requirements: 1) compress video in MPEG2 at 352x480 (halfD1) and 720x480 (fullD1) resolution and in MPEG1 at 352x240 (SIF) and 352x480 (halfD1) resolution, and at an output rate up to 15 Mbits/s; 2) uses single PCI bus slot for the video card and ISA slot for the audio card; 3) video card accepts composite video, S-video, component video and serial D1 digital video input with on-board horizontal and vertical digital video filters; audio input includes balanced audio inputs, unbalanced audio inputs and AES/EBU digital audio inputs; 4) operational under MS Windows 95 with scene-by-scene video level and filter adjustments tape-deck control software for batch encoding sessions off-line multiplexor to support MPEG2 transport streams. The minimnum requirement for the PC MPEG2 decoder board are as follows: 1) decodes MPEG1 (SIF and halfD1) and MPEG2 (halfd1 and fullD1) streams; 2) produces composite video and s-video outputs and unbalanced and balanced audio outputs; 3) available in single-slot PCI; 4) ability (with additional card) to feed the video output back to VGS display card supporting up to 1280x1024 VGA resolutions and up to 16.7 million colors; and 5) provides 32bit API for Win95 and WinNT and software development kit for integration with other applications. NIST requires delivery of the system within 30 calendar days after receipt of the contract, FOB Destination, Gaithersburg, MD. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition with the following specific evaluation criteria to be included in paragraph (a): (i) technical capability of the items offered to meet the Government requirement; (ii) past performance/experience and (iii) price. Technical capability and past performance, when combined, are significantly more important than price. Evaluation of the specific evaluation criteria will be based on information submitted in response to this RFQ. It is recommended that information be included which demonstrates that the items offered meet all the requirements identified in this combined synopsis/solicitation. Information which merely offers to furnish the items in accordance with the requirements of the Government or does not address a requirement contained herein will be evaluated based on this information or lack of information. Offerors are cautioned to submit proposals on the most favorable basis, since the Government may elect to make an award without further discussions or negotiations. Proposals submitted in response to this combined synopsis/solicitation shall be in an original and two copies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
