NASA/Goddard Space Flight Center intends to issue a Request for
Proposal (RFP5-52443/237), on a competitive basis, for the design,
analysis, fabrication, test, and delivery of one qualification and one
flight battery in support of the Microwave Anisotropy Probe (MAP)
Mission. The battery design shall be for a rechargeable, spaceflight
battery which contains series-connected, hermetically sealed, lithium
ion cells. A firm-fixed-price contract is contemplated with a total
period of performance (including the options) of 24 months from the
date of contract award. The basic effort shall include cell and battery
design and fabrication and test of the qualification cells. The first
option effort shall include three phases. Phase I shall include
fabrication and test of the qualification battery. Phase II shall
include fabrication and test of the flight cells. Phase III shall
include fabrication and test of the flight battery. The second option
effort shall include fabrication, test, and delivery of additional
flight quality batteries (quantities to be specified in the
solicitation). In order to have a reasonable expectation of being
awarded this procurement, the successful offeror(s) must be able to
demonstrate experience in R&D analysis (with respect to correcting cell
and battery anomalies), and in the fabrication of spaceflight qualified
batteries. Please note: NASA/GSFC reserves the right to make multiple
awards for this requirement. Multiple offers may be selected for
contract award. Each resultant contract will contain the options
described above. The RFP is expected to be released on or about August
31, 1996. All responsible sources may submit an offer which will be
considered. All requests for the RFP must be in writing and must be
received within 15 days of the appearance of this notice in the
Commerce Business Daily (CBD) or on the World Wide Web (WWW). Also, all

Government is not using the policies contained in Part 12, Acquisition
of Commercial Items, in this solicitation for the research and
