on Tuesday, July 23, 1996, page 2, issue no. PSA-1642 under Item B -
Special Studies & Analysis - Not R&D - Potential Sources Sought. The
following is additional information not included in the initial
publication - PROPELLANT COMBINED WASTE - CITRIC ACID/RINSATES - (1)
DESCRIPTION (A) Waste Type. The wastestream, herein known as combined
fuel waste, consists of batch generated quantities as a combination of
citric acid solution and hydrazine citrate in the form of chelated
hydrazine fuel, dilute hydrazine rinsate and dilute IPA (isopropyl
alcohol) rinsate. The combined fuel waste is characterized as
non-hazardous waste in accordance with regulatory definition. (B) Waste
Data. General physical, chemistry, and design data for the wastestream
is provided as follows: Volume: Tankage: 28,000 gallons,
Generated:4000-5000 gallons/month, 60,000 gallons/yr maximum, pH:
Range: 4.1 - 5.0, Average: 4.5, Citric Acid: Not Analyzed, 1 - 3%
estimated by dilution, COD: Chemical Oxygen Demand: 20,000 mg/l,
Specific Gravity: 1.000, Fuel Content: Range: 270 - 1500 mg/l
hydrazine, Average: 650 mg/l, IPA: Range: 120 - 500 mg/l, Average: 350
mg/l, Flash Point: None, Solids: Immiscible floating materials: None,
Total Suspended Solids: (50 mg/l. (2) This is a one-time study for a
potentially permanent treatment mode. (3) Study will be conducted
off-site. (4) Timetable is anticipated to complete study within 180
days of award. (5) Treatment solution is the primary goal. Interested
firms are invited to submit brief written statements of interest and
citations of relevant related background sufficient to demonstrate
capability to meet the requirements within 15 days after publication of
this synopsis. Telephone responses will not be considered. Responses to
this notice will be used to determine whether competition exists and
