Hutto, (713) 483-4165 NASA/JSC plans to issue a Request for Offer (RFO) to Honeywell, Inc. for engineering expertise in application to Shuttle Orbiter Upgrade activities. See Numbered Note 22 and 26. This expertise includes unique dynamics and control analysis, verification testing, control system and signal processing design, linear/nonlinear control synthesis, real-time software development, simulation/math model development, and GN&C project management. This expertise must be available by October 1, 1996. This procurement is being conducted under the NASA/JSC MidRange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993. This procurement is supported by a Justification for Other Than Full and Open Competition. Only one source, Honeywell, Inc., has been identified as having the expertise to supply the required engineering services. Requests for copies of the RFO must be submitted to the contract specialist or contracting officer. All responsible sources may submit an offer which shall be considered by the agency. The RFO will be released on or about August 22, 1996.
