(919)-541-7888. The U.S. Environmental Protection Agency currently has
a contract with Research Triangle Institute, Contract No. 68D40095,
which was awarded under Full and Open Competition procedures for
Quality Assurance(QA) Support for the NHEERL's health effects research
divisions in the Environmental Research Center (ERC), Research
Triangle Park. The original contract was awarded in FY95 and expires on
September 30, 1999. The additional work requires the Contractor to
conduct routine performance evaluations of additional instruments at
NHEERL-RTP involving systematic or regularly scheduled audits by
providing manpower and audit materials for on-site evaluation of
NHEERL-RTP laboratory measurement systems. The Contractor shall
evaluate all NHEERL-RTP instruments which are auditable and active use.
Such instrument inventory, now totalling 327, includes pH meters,
balances, and spectrophotometers used throughout the laboratory, plus
infrared spectrophotometers and gas chromatographs, gases analyzer,
temperature sensors, and humidity sensors used in the animal inhalation
exposure facilities. The recent increase in the number of instruments
and in the number of NHEERL-RTP sites at which the instruments in this
category are located has warranted the renegotiation of one of the
line item. The Contractor shall conduct nonroutine performance audits
at specific NHEERL-RTP project locations. The Contractor shall provide
manpower and reference materials or devices to determine the accuracy
of a measurement system or a number of measurement systems at a single
or multiple location on a one-time basis. The Non-routine audits are
designed to handle special one-time audits which are not covered by the
routine semi-annual audits. Typical non-routine audits to be performed
by the Contractor include (1) reaudit of instruments which are part of
the newly acquired OHR instruments, not yet scheduled for routine
audit; and (2) audit of instruments belonging to a contractor or
financial assistance recipient who is working on a OHR-sponsored
spectrophotometers and chromatographs has warranted the breakout of the
task, hence therefore the establishment of two new line items within
the non-routine performance audits category. The incumbent contractor
has in place a qualified/trained contract acclimated staff in place
which matches the unique immediate needs of the Agency to complete the
on-going project. Interested parties who believe they can provide the
required services are invited to submit, in writing, an affirmative
response demonstrating an ability to immediately assume the on-going
projects without disruption to the current operations and demonstrating
a cost benefit to the Government. Any written response must be received
no later than 15 days after publication of this synopsis. In order to
be responsive, the correspondence must be accompanied by a written
narrative statement of capability, including detailed technical
information sufficient to permit agency analysis in order to determine
a bonafide capability to meet the Government's requirements. Responses
without the required documentation will be considered non-responsive.
