States Environmental Protection Agency intends to award a sole source
contract to the International Science Foundation (ISF) for the
tax-free transfer of U.S. funds to the Nuklid organization of the
Russian Ministry of Atomic Energy (Minatom). The ISF has been granted
a special exemption from the Russian Government exempting it from
payment of customs duties and value added taxes on all donated
scientific materials, and payment of payroll taxes on charitable fund
transfers. The EPA is unaware of any other organization which can offer
services equivalent to those provided by the ISF, with the unique tax
exemption features of their agreement with the Russian Federation. A
cost-reimbursement type of contract is anticipated, with a period of
performance of two years (base year and one one-year option). Any
respondents to this announcement must fully explain their ability to
provide this fund transfer service and provide details of their
existing tax exemption agreement with the Government of the Russian
Federation. Due to the urgency of this requirement, the timeframe for
receipt of proposals may be less than thirty days. (See numbered note
