(402) 294-1152/4960. This call is for informational purposes only. The
government does no intend to award any contracts based on this action
or to pay any costs associated with this information. The US Strategic
Command is interested in concepts for reconnaissance, strategic
offense, mission planning, and command control communications
techniques against near real-time emerging and mobile threats. We are
looking for: mid-term (2000-2015) and far-term concepts; end-to-end
architecture concepts/descriptions; system and functional component
descriptions and where they fit in a given architecture; key technology
advances required for operation in strategic environments;
metrics/measures of effectiveness models techniques for analytical
force effectiveness/force structure requirements; and simulation-based
concept evaluation tools. All possible end-game weapons concepts will
be considered. We are also interested in papers/reports/journal
articles that explore the myriad of national-level options to respond
to the changing strategic environment, with emphasis on emerging and
mobile targets. Interested parties should submit a White Paper (not
later than 30 days from the date of this announcement) describing prior
and/or current, government-funded, IR&D and/or proprietary efforts
ranging from: broad concepts and end-to-end architecture descriptions
(aeronautical-, ballistic-, or space-based concepts); to system and
subsystem descriptions (e.g., sensors, auto-target recognizers, etc,);
to end-game weapons; to technical insights into required key
technology deficiencies and how they might be overcome. Any format is
acceptable for these White Papers, e.g., specially prepared papers
tailored to this call, existing report summaries/executive summaries,
DTIC report summaries, copies of relatively short reports (few to 50
pages), etc. Provide DTIC Acquisition Numbers for completed reports
that may expand on the material. Should be forwarded through the
sponsoring government agency not later than 45 days from the date of
this announcement. All White Papers will be reviewed over the next
several months by US Strategic Command personnel. Cognizant personnel
from appropriate USAF and USN organizations may also be invited to
review these papers/reports. Abstracts or progress reports for ongoing
efforts being sponsored by other government agencies. Unclassified and
classified submissions up to SECRET should be sent to: US Strategic

address, and phone/fax numbers. Any company-proprietary information
should be legibly marked as such. Include an appropriate access/release
agreement form if you wish to have a SETA-type contractor included in
