210-536-3498). The Air Force through the Construction Management
Division of the Air Force Center of Environmental Excellence intends to
procure a one-step turnkey project for the design and construction of
Military Family Housing at Kirtland AFB, New Mexico. The project will
include the design and construction of approximately 50 Military Family
Housing Units and demolition of 12 MFH units with one options. Option
(1) replacement of an additional 40 MFH units and demolition of 24 MFH
units. The scope of work includes Design and Construction of a
complete and usable project consisting of all labor, consultant
services, materials, equipment, and all necessary site improvements,
structures and site work (utilities, road, etc.) as may be required for
the construction of the New Housing on Government owned land at
Kirtland AFB, New Mexico and will result in a complete and ready for
occupancy family housing area. Scope of this project also includes
demolition of MFH units. The Government will provide technical
requirements. Competition will be unrestricted. The Air Force intends
to obtain the housing by negotiations with qualified proposers based on
Technical, Design, and Cost Competition Source Selection Procedures.
The total construction cost limitation available for this project is
$4.9 Million for the initial project and option (1) is $6 Million.
Proposals will be solicited on a Firm Fixed Price lump sum basis.
Performance and Payment Bonds will be required. The period of
performance for CLIN 0001 is 365 calendar days from receipt of Notice
to Proceed (unless a shorter period is proposed). CLIN 0002 shall be
exercised no later than 28 February 1998 for 180 days from Notice to
Proceed. (Unless a shorter period is proposed by the offeror).
Proposals will be evaluated, based on the technical merit and price. No
telephone requests for the solicitation package will be accepted. The
RFP will provide proposal requirements for those offeror's who wish to
be considered. Offerors will have approximately 45 days from the RFP
release date to submit their proposals. A Pre-Proposal conference and
site visit will be held, at Kirtland, AFB, New Mexico approximately 21
days after the release of the RFP. Source lists will be provided with
the RFP package or upon request. All responsible sources meeting the
criteria set forth in the RFP may submit a proposal which will cite RFP
