Air Force is using a streamlined approach to select a contractor for
The Air Sovereignty Operations Center (ASOC) Program. The ASOC Program
will build and deliver a centralized air surveillance system for three
Central European Nations based on non-developmental items (NDI). The
ASOC program will provide military airspace management centers capable
of (1) interoperating with NATO operation centers (2) interoperating
with similarly-equipped neighboring nations (3) establishing and
displaying an integrated, real-time national air picture using a
variety of source data, including primary and secondary radar plot
data, radar track data, flight plan data, and other airspace management
information, (4) interfacing with national airspace management systems.
Contract award will be based on a Source Selection using Full and Open
Competition. Contract award is estimated to occur in the second
quarter of fiscal year 1997. Contract options are planned for eleven
additional countries. Sources are sought for a single systems
integrating contractor. Offerors will be required to demonstrate their
proposed NDI systems as part of the source selection activity.
Offerors must have significant prior experience in the air surveillance
and NATO command and control arenas. Offerors must have either
developed the proposed NDI baseline software as the prime contractor or
have clear, demonstrable (prior to source selection), unrestricted data
rights to the NDI source code and related documentation, installation
training manuals, operations manuals, etc. Contractors are asked to
submit a letter of interest no later than 15 days after publication of
this announcement. As an attachment to the letter of interest,
contractors are asked to provide a completed requirements matrix, using
the matrix form that will be posted on the Hanscom Electronic
Requirement Bulletin Board (HERBB) www.hanscom.af.mil, the matrix will
be posted Not Later Than 16 Aug 96. Draft acquisition documents will
also be available on the HERBB on 16 Aug 96 for comments/questions.
Submit comments/questions by posting them on the HERBB, no later than
10 Sep 96. Company representatives can make an appointment to meet with
the Government by calling Ms. Nicole Joyale at (617)271-8527. During
the appointment, contractors are encouraged to highlight any
requirements in the Draft Technical Requirements Document (TRD), that
will require changes to current NDI. Appointments with the Government
will be from 26 Aug to 10 Sep 96. Additionally, offerors are invited to
attend a Pre-Solicitation Conference at MITRE S, Room 1S100 on 17 Sep
96. Attendance to the Pre-Solicitation Conference will be limited to
two representatives per company. Please call Ms. Nicole Joyale no later
than 13 Sep 96 if you plan to attend the conference, and to get any
further details. Although it is the Governments intent to focus on
highly qualified firms, any offeror initially judged to be unqualified
will be provided a copy of the solicitation upon their request and the
offer from that firm will be evaluated without prejudice. Interested

Street, Hanscom AFB, MA 01731-1618 within 15 days of this announcement.

been appointed to hear concerns from offerors or potential offerors
during the development phase of the acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director, but
to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
Ombudsman should only be contacted with issues or problems previously
brought to the attention of the program manager and/or the contracting
officer which could not be satisfactorily resolved, or issues that
