Sieracki. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Request for Proposals (RFP) under RFP
number DE-RP06-96RL13532, is hereby issued with incorporated
provisions and clauses in effect through Federal Acquisition Circular
(FAR) 90-38. This procurement is not set aside, applicable Standard
Industrial Code is 3571, Size Standard is 1,000 employees. The
following three items are required in the quantities stated. Line Item
1/Quantity: required 83: Notebook computers to meet the following
minimum requirements: 133MHz Intel Pentium processor; 256KB pipeline
burst cache; 32MB on board EDO-RAM, with upgradability to 48MB; PCI
BUS; 11.3'' active matrix color 800 X 600, 64 thousand colors; PCI BUS
accelerator, 1MB; PCMCIA 28.8 Modem; 75Hz external monitor refresh;
NTSC television output (30 fps); S-Video high-resolution television
output; Built-in stereo speakers/microphone; Sound Blaster stereo audio
processor; 1.2GB removable EIDE hard drive (must be able to accommodate
two 1.2GB hard drives); Removable 4X CD-ROM; 3.5'' removable 1.44MB
floppy drive; Front and rear infrared I/O ports; EPP/ECP parallel port;
RS-232C serial; System expansion connector; PS/2 style mouse connector;
PS/2 style keyboard connector; 84 key keyboard with cursor control
keys, embedded numeric key pad, 12 function keys; Pick-a-Point pointing
device; Microsoft Windows 95 license; Microsoft Office PRO; Lithium Ion
Battery (machine must have dual battery capability); Soft-Side Carrying
Case. Line Item 2/Quantity required 83: Port Replicator for line item
1. Port replicator must support the hookup of external keyboard,
monitor, and include twisted pair type network interface. Line Item
3/Quantity required 83: Additional Litium Ion Battery for Line item 1.
Additional system requirements (system is one each of line item 1, 2,
and 3): All system components must be new (used or reconditioned parts
and factory seconds are not acceptable); 3 year limited warranty on
microprocessor and main memory; 3 year limited parts-only system
warranty; 24 hour technical support; 30 day money back policy.
Demonstration system (consisting of one of line item 1, and one of line
item 2) must be provided to verify required features and network
compatibility prior to proposal closing date. Failure to timely provide
demonstration system renders proposal non-responsive. Demonstration
system should be shipped to Mr. Robert Studebaker, Boeing Computer
Services, 2420 Stevens Drive, Richland, Washington 99352. All items
must be deliverable, FOB destination, to U.S. Department of Energy,
Central Stores Warehouse, 2355 Stevens Drive, Richland, Washington

Building 1167, Richland, Washington 99352 by September 30, 1996. The
following provisions apply to this solicitation: FAR 52.212-1,
Instructions to Offerors-Commercial; FAR 52.212-4, Contract Terms and
Conditions-Commercial Items; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. Per the provision at FAR 52.212-2,
Evaluation-Commercial Items, the Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
government, price and other factors considered. The following factors
shall be used to evaluate offers: technical capability (including past
performance) and price. Technical capability (including past
performance) will determine technical acceptance. Award will be made to
the lowest priced technically acceptable offeror. Proposals shall be
submitted in two parts, a price proposal and a technical proposal
(which includes past performance). Technical proposal shall include
demonstration unit as described above and list all characteristics
provided to satisfy the requirements of line items 1 and 2, including
warranty information. Technical proposal shall also demonstrate that
the lead time requirement meets the delivery schedule. Past performance
data required in the technical proposal shall include at least three
references of businesses/agencies that have purchased similar systems
from offeror. Price proposal shall contain pricing for individual line
items, extended price for the required quantity, and total price.
Offerors must include a completed copy of the provision at FAR
52-212-3, Offeror Representations and Certifications-Commercial Items,
with its offer. A written notice of award or acceptance of offer,
mailed or otherwise furnished to the successful offeror within the time
for acceptance specified in the offer, shall result in a binding
contract without further action by either party. Before the offer's
specified expiration time, the Government may accept an offer (or part
of an offer), whether or not there are negotiations after is receipt,
unless a written notice of withdrawal is received before award. Full
