synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information in this notice. This announcement constitutes the only
solicitation; bids are being requested and a separate written
solicitation will not be issued. Solicitation number M68479-96-B-0001
applies and is issued as a invitation to bid. This solicitation
document and incorporated provisions/clauses are those in effect
through Federal Acquisition Circular 90-38. The standard industrial
code is 3499 and the business size standard is 500 employees. This
requirement is for a fixed priced contract for one line item as
follows: 0001 QTY 1 EA GSA-Approved Modular Vault System (MVS). All
materials and installation shall meet Fred Spec AA-V-2737. MVS
requirements are as follows: 20' x 30' x 8' interior dimensions; 8
surface-mounted 2-tube energy efficient fluorescent lights with the
controlling switch mounted on the inside of the entrance; a minimum of
1 emergency light unit; GSA-approved Class-5 Vault Door meeting Fed
Spec AA-D-600C, including standard day gate equipped with issue port,
6 duplex 110 V electric receptacles evenly spaced around vault
interior. All wiring shall be enclosed in electrical metal tubing
mounted to the wall or ceiling. Vault shall be installed inside 50' x
200' warehouse within 50' of electrical panel and shall be connected to
existing electric power panels. Loading dock available; steps located
on each end of loading docks. Two copies of construction and assembly
drawings and list of materials shall be provided. Delivery/installation
of all items is required within 90 days after award of contract.
Deliveries shall be FOB Destination to: Naval Weapon Station, 800 Seal
Breach Blvd., Bldg. 45, Seal Beach, CA 90740-5000. The POC for
arranging delivery/installations dates will be provided upon award of
contract. Acceptance will be made at destination. The provision at FAR
52.212-1, Instructions to Offers - Commercial Items applies to this
acquisition. Addendum to FAR 52.212-1: Paragraph (d), Product
samples--Delete in its entirety. Paragraph (g), Contract award (not
applicable to Invitation for Bids)--Delete in its entirety. Paragraph
(h), Multiple Awards--Delete in its entirety, and substitute ``Award.
The Government plans to awards a single contract resulting from this
solicitation.'' Offerors are required to complete and include a copy of
the following provisions with their proposals: (1) FAR 52.212-3,
Offeror Representation and Certification-Commercial Items; (2) DFARS
252.212-7000, Offeror Representation and Certifications--Commercial
Items; and (3) DFARS 252.225-7000, Buy American Act and Balance of
Payments Program Certificate. Clause 52.212-4, Contract Terms and
Conditions-Commercial Items, applies. Addendum to FAR 52.212-4;
Paragraph (o) Warranty - Add: ``Additionally, the Government will
accept the contractor's commercial warranty.'' Add the following
addendum clause: FAR 52.211-5, New Material. The clause at 52.212-5,

Executive Orders - Commercial Items applies with the following
applicable clauses for paragraph (b): FAR 52.203-6, Restrictions on

Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped
Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans
and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items, applies with
the following clauses applicable for paragraph (b): DFARS 252.225-7012,
Preference for Certain Domestic Commodities; and DFARS 252.225-7001,
Buy American Act and Balance of Payments Program. FAR 52.219-6, Notice
of Total Small Business Set-Aside is applicable. FAR 52.214-21,
Descriptive Literature is applicable. NOTE: Offers for other than
GSA-approved modular vault system will be rejected. Descriptive
literature shall contain statement regarding GSA approval and the
applicable Federal Specifications (listed above). Bids must be received
no later than 2:00 p.m., local time, 27 August 1996. Bids sent via the
US Postal Service should be mailed to the Regional Contracting
Officer, Marine Forces Reserve, 4400 Dauphine Street, New Orleans, LA
70146. Hand carried bids must be delivered directly to and placed the
depository located in Building 603, Room 309. Direct delivery of bids
is only possible during weekdays, excluding holidays, between the hours
