EXPLOITATION, AND TRANSITION OF CAE TOOLS: F--PROPOSAL PREPARATION
INSTRUCTIONS: (1) GENERAL INSTRUCTIONS: Offerors should apply the
restrictive notice prescribed in the provision of FAR 52.215-12,
Restriction on Disclosure and Use of Data, to trade secrets or
privileged commercial and financial information contained in their
proposals. The offeror shall submit technical and cost proposal(s) in
separate volumes, with the above PRDA number referenced on all proposal
volumes. The offeror's proposal shall be valid for a period of 180
days. The offeror shall submit one original plus three copies of each
proposal. All responsible universities or university consortium within
a 100 mile radius of WPAFB may submit a proposal which shall be
considered against the criteria set forth herein. Offerors should
consider instructions contained in the ''WL PRDA and BAA Guide for
Industry'' referenced in Section A of this announcement. Further
questions regarding proposal preparation should be directed to one of
the points of contact specified below. Offerors are advised that only
contracting officers are legally authorized to contractually bind or
otherwise commit the government. (2) COST PROPOSAL: The accompanying
cost proposal/price breakdown shall be supplied, together with
supporting schedules, and shall provide a person-hour breakdown by
calendar year. (3) TECHNICAL PROPOSAL: Technical proposal shall include
a discussion of the nature and scope of the research and the technical
approach. The offeror shall include, as attachments (not included as
a part of the page limit) to the technical proposal, the following
information: (a) significant results and accomplishments of past work
in the technical areas proposed, (b) descriptions of available
equipment, computer, data, and facilities, (c) resumes of key personnel
who will be participating in the effort, (d) the offeror's management
approach to accomplish the proposed effort and schedule within
available budgeted funds/person-hours, and (e) the proposed
Description/Specifications (D/S) detailing the technical tasks proposed
to be accomplished under the proposed effort and suitable for
incorporation in the cooperative agreement. Offerors should refer to
the WL Industry Guide referenced in Section A to assist in D/S
preparation. The offeror shall refer any questions concerning D/S
preparation to the Technical Point of Contact cited in this
announcement. (4) PAGE LIMITATIONS: The offeror shall limit the
technical proposal to a maximum of fifty (50) pages (12 point or larger
type), double-spaced, single-sided, 8.5'' x 11''. This page limitation
applies only to the discussion of the research and technical approach
sections of the technical proposal and not the attachments. If the
offeror exceeds the specified page limit or provides pages not meeting
the type-size restriction, the Government will not read or consider
the non-compliant pages. There are no page limitations for the cost
proposal, however, it is requested that offerors keep cost proposals to
twenty-five (25) pages as a goal. (5) PROPOSAL ON DISK: It is
requested, but not required, in addition to the hard copies that the
offeror also submit the technical proposal on Macintosh or DOS 3 1/2''
floppy disk(s) in Microsoft Word 6.0 format. (6) PREPARATION COST:
This announcement does not commit the Government to pay for any
response preparation cost. The cost of preparing proposals in response
to this PRDA is not considered an allowable direct charge to any
resulting or any other contract. The cost may be, however, an allowable
expense to the normal bid and proposal indirect cost as specified in
FAR 31.205-18. G--BASIS FOR AWARD: The selection of one or more sources
for award will be based on an evaluation of an offeror's response (both
technical and cost aspects) to determine the overall merit of the
proposal in response to this announcement. The technical aspect, which
is ranked as the first order of priority, shall be evaluated based
upon the following criteria which are of equal importance: (a) new and
creative solutions, (b) understanding of the scope of the technical
effort, (c) soundness of offeror's technical approach, (d) corporate
experience, facilities, and the availability of qualified, experienced
technical personnel, including experience with use, development,
exploitation, and transition of electronic CAE technology. Cost, which
includes consideration of proposed budgets and funding profiles, is
ranked as the second order of priority. No other evaluation criteria
will be used. The offeror shall identify technical data or computer
software to be delivered with other than unlimited rights. In
accordance with DFARS 227.403-71(b)(2), limitations on the government's
ability to use or disclose such technical data or computer software
will be included as a cost consideration. Accordingly, the offeror
shall submit a price for which it would provide proprietary technical
data to the government with Government Purpose License Rights and
provide proprietary computer software to the government with the
following restricted rights: rights to use, duplicate, release or
disclose in whole or in part, in any manner and for government purposes
only. The technical and cost information will be evaluated
simultaneously. The Air Force reserves the right to select for award
any, all, part or none of the proposal(s) received. H--POINTS OF
