713-0823 The National Oceanic and Atmospheric Administration intends to
place a sole source order with the University of North
Dakota/Department of Atmospheric Sciences (UND/DAS), Grand Forks, ND
for the purposes of assessing if mid- and upper-altitude Next
Generation Weather Radar (NEXRAD) data and information from modernized
composite system sources is adequately providing detection and warning
information for all weather phenomena of concern in the Williston,
North Dakota area. Because of its possession of historic weather data,
locale-specific meteorological expertise, and jointly funding of the
project, the UND/DAS is believed to be the only realistic source
capable of completing all required performance within the limited time
and budget. First performance completion date of the required services
will be within sixty days from date of contract award, with subsequent
performance milestones occuring throughout the one-year period of
performance. No solicitation has been prepared or is available. This
acquisition is being conducted under the simplified acquisition
procedures. Interested parties must identify their interest and
capability to respond to the requirement by submitting, in writing, a
detailed response addressing their abilities to meet the qualifications
as outlined above. If no adequate response is received within fifteen
