The purpose of this solicitation is to find opportunities for ''Leading Edge'' companies to achieve above market econmic returns and/or competitive advantage in the development sector of the economy through the use of environmentally responsible development techniques. The tasks the contractor shall be responsible for are as follows: 1) conduct a value chain analysis of developing sector's market structure and engaging stakeholders to identify opportunities to gain competitive advantage through substainable practices; 2) identifying ''leading edge'' companies within the value chain which have successfully gained competitive advantage through environmentally responsible action; 3) working with development sector stakeholders conducting case studies of these successes; 4) building upon the case studies and the value chain analysis, and working with stakeholders to create a ''business case'' which makes the argument for the market opportunities presented by environmentally responsible action.
