The US Army Corps of Engineers (USACE) intends to negotiate on a non-competitive basis with the National Research Council Water Science and Technology Board. The objective of this acquisition is to assess the water resources project planning and investment decision study process of the Civil Works Program of the US Army Corps of Engineers. Areas to be assessed include: flood threat management; inland navigation; multipurpose river basin planning; harbor development; and other public works programs. This proposed contract is a two year effort. Authority for other than full and open competition is provided through FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. However, all responsible sources may submit an offer which will be considered by this agency.
