DAHA02) The Arizona Army National Guard is seeking Architectural and
Engineering Services for the site adaptation design of 27 storage
igloos at Camp Navajo, Bellemont, Arizona. The intent of this
announcement is to gather responses from firms interested in performing
this type of work. 1. CONTRACT INFORMATION: This announcement is open
to all businesses, regardless of size. If a large business is selected
for this contract, it must comply with FAR 52.219-9 regarding the
requirement for a subcontracting plan for that part of the work it
intends to subcontract. The project is a site adaptation of the igloo
modifications design developed under MILCON Project P-111, USPFO
Contract DAHA02-95-D-0001. The work will consist of, but is not limited
to: providing modification of twenty-seven earth covered igloo
magazines, including the provision of a new larger motorized blast
door, new headwall, waterproofing and insulation, replacing earth
cover, lightning protection, power, provisions for environmental
monitoring control and intrusion detection system, grounding, new
mechanical equipment room, new apron and the extension of the existing
primary electrical distribution services to the twenty-seven igloo
magazines requiring modification. 2. PROJECT INFORMATION: Project
Engineering Documentation (PED) is required and will be prepared in
accordance with NAVFACINST 11010.14Q, dated 4 May 1988, and Attachment
B to the NAVFACENGCOM Southwest Division Guide for
Architectural-Engineering Firms. PED documents required include:
outline specifications, Basis of Design Report, project construction
schedule, project design and construction data, and special project
consideration. In addition, the preparation of a Navy MILCON Parametric
Cost Estimate (PCE) submittal is required in accordance with Chief of
Naval Operations guidance contained in CNO letter 11010 of 2 February
1996. The PCE submittal requires a DD-1391, Budget Estimate Summary,
detailed site investigation reports, an economic analysis, and complete
facility schematics. (PED and PCE documentation will be provided with
the construction solicitation packages.) Standard Industrial
Classification for this action is 8712. It is anticipated that a Firm
Fixed-Priced Contract will result from the subsequent formal
announcement. The announcement will be ready for issuance on or about
6 September 1996. Interested A-E firms which can meet the requirements
of this announcement, are requested to submit complete, updated
Standard Forms 254, Architect-Engineer and Related Services
Questionnaire (only one copy is required). Solicitation packages are
