K -- C-130 TANKER/RESCUE MODIFICATION POC For copy, MAIL TO ABOVE ADDRESS include mfg code, For additional information contact Vivian Mcghee/Bc/912-926-5871 This is NOT a presolicitation notice pursuant to FAR Part 5, but is a Sources Sought Synopsis to identify sources that can modify three (3) 1965 Model C-130E Aircraft to HC-130P configuration. The three C-130E Aircraft have had significantly different histories of operational use. As a result, each aircraft will require a significantly different modification kit. The modification program requires the following (not all inclusive): Installation of an inflight air refueling system; structural modifications to install a radio operators station, storage racks, and observer's windows, and avionics modifications to install radios, self-contained navigational system (SCNS), and other systems comparable to those used on the HC-130P. Some of the avionics used on the HC-130P's are obsolete and insupportable. As part of this modification, the contractor will be required to identify suitable substitutes for the outdated equipment. All new equipment must be night vision (NVIS) compatible. There will be minimal Government Furnished Equipment (GFE) provided for this modification. Due to other on-going modifications to the HC-130P, GFE modification kits may have to be incorporated into the Tanker/Rescue modification effort. A security clearance level of Secret will be required to integrate/install the secure voice systems and to survey the C-130E aircraft still in operational use. Facility shall have runway, taxiway, ramp and hangar space necessary to perform this type work. Respondents to this notice will be sent a DRAFT Statement of Objectives (SOO), and a Contractor Capability Survey. Contractors must provide approved DD Form 2345 with their request. Contractors may obtain a DD Form 2345 Certification by contacting Defense Logistics Service Center, at 1-800-352- 3572. The extent of allowable foreign participation has not been determined, therefore, the release of information to foreign sources will be determined at time of request. The Government reserves the right to limit such participation subsequently.
