The Fleet and Industrial Supply Center, Norfolk, Detachment Philadelphia intends to acquire, on a sole source basis from Loral Corporation, Defense Systems - Egan, Customer Support Services, St. Paul MN, non-personal engineering and technical services by qualified Contractor personnel for the purpose of informing, instructing, and training Department of Navy personnel in the installation, operation, and maintenance of the AN/AYK-10 and AN-AYK-23 digital computers and associated equipment and the CVASWM carrier based tactical support systems. The requirement is for 72 manmonths of services for the period 1 December 1996 through 30 November 1997 and will include an option for an additional 72 manmonths of services for the period 1 December 1997 through 30 November 1998, as currently estimated by the Naval Air Engineering Service Unit (NAESU). The requirement will be covered by a new contract or a provisional extension to an existing contract. The above requirement details the Government's minimum need for the period. The solicitation will contain specifications for the Contractor's CETS representatives. The place of performance is various Fleet and shore activities. Loral Corporation, as the Original Equipment Manufacturer, is the only known source with the required technical and engineering expertise, in-plant support, and database to perform the required services.
