Multifamily Housing is responsible for the oversight of HUD's
multifamily portfolio for projects and loans located throughout the
United States and its territories. Properties and mortgages assigned to
the contractor may be complex, have multidimensional problems, and will
include all geographical areas covered by the Department. Certain
projects within the HUD portfolio may be considered troubled and may
require extensive in-depth review and analysis. Among other
requirements, contractor would be expected to: (1) inspect, analyze and
make recommendations on properties' financial/management condition; (2)
physical condition analysis of properties; (3) Capital Requirement
Assessment and analysis of utility systems and energy consumption, and;
(4) survey and testing of environmental factors. Actual closing date
for receipt of proposals will be specified in the RFP. All requests for
