The National Technical Information Service (NTIS) is searching for joint venture partners with the following capabilities: analytical, technical, editorial, worldwide distribution and marketing capabilities, systems and software development, World Wide Web and Internet experience willing to enter into venture opportunities. This announcement is not limited to a particular opportunity, but is a statement of willingness to consider joint venture opportunities in general of the following types. NTIS envisions the need for joint venture partner(s) to be materially involved in the creation of informational products or services. The joint venture partner(s) will provide technical or editorial talent, support and collaboration as necessary to produce products or services focused on improved access to information of a technology, trade or technically related nature. Joint venture partners will describe their capabilities and demonstrate proven market or technical expertise and access to technical or subject matter knowledge, related but not limited to project management or editorial and production talent. A brief descriptive synopsis of their company's capabilities with a list of examples demonstrating the type of technical, subject matter or market competence is required. Venture partner or partners will also need to describe their capacity to create, produce and distribute information products or services to meet various specific requirements. Under terms of a joint venture, NTIS and joint venture partner(s) will enter into an agreement to fulfill development requests from various agency clients represented by NTIS to develop and deliver information products. Distribution of the jointly developed products can be through the partner, or NTIS marketing channels. Revenues from the venture will be shared for agreed upon portions of the projects from sales receipts. The potential business opportunities described in this notice are joint ventures, and will not be procurements. NTIS will enter into joint venture partnerships in accordance with the authority granted to NTIS in the National Technical Information Act of 1988 (15 U.S.C. 3704b) and in accordance with the guidelines published in the June 13, 1989 Federal Register.
