IFB 574-75-96 DUE 090996. POC Contact Bonnie Obermier, 308/389-5117,
Contracting Officer, Grand Island, Nebraska. The VA will provide all
paints and primers needed to do work as described. The Contractor will
provide all necessary labor, expertise, insurance, equipment and all
other materials to do work specified/identified as follows: buildings
#1,#2,#3,#4,#5,#6,#7,#8,#10,#11: Contractor will remove all loose
caulking on exterior of window assemblies, including around frames and
under all sills/ledges. All dirt, debris, caulk bead, etc. will be
thoroughly cleaned for maximum adhesion and durability of new materials
and applications. Contractor will unmount metal storm windows, any
caulking interfering with window removal will be removed, and each unit
will be labeled/numbered as to location. Contractor will wash/clean
surfaces of entire windows of dirt, debris and loose materials.
Contractor will perform a visual inspection of each window for loose or
missing glazing and repair as necessary. Contractor will scrape and
sand wood of inside window (both interior and exterior sides of inside
windows) surfaces to remove al loose/peeling paint from all areas of
window wood, trim, sills, etc. Remaining painted wood will be ``rough
sanded'' to ensure maximum adhesure and durability of new paint,
caulking, etc. Contractor will apply a one-coat application of exterior
oil base primer (tinted) to match finish paint. All wood including
window exterior (inside window) will receive a two coat finish paint
application (with linseed oil added/mixed with finish paint) of
exterior oil-base finish paint. Contractor will remove any old paint
from window glass. All glass and window frame/trim edges adjacent to
brick will be masked off or carefully detailed to maintain similar
sharp, crisp, straight lines/edges of paint applications. Exterior of
inside windows will then be washed, cleaned, and dried of smears,
streaks, etc. All storm windows will be ``rough sanded'', and a
two-coat metal latex application (to match wood frame color) will be
sprayed on the storm window. NOTE: This work will be performed by
contractor off-station? away from facility. Once all window and storm
window surfaces have been allowed to dry/cure, contractor will remount
storm windows and apply a long-term exterior caulk around the exterior
of the mounted storm window. After sufficient curing, finish paint will
be applied. Contractor will professionally clean all storm windows
after drying/curing of caulk/paint. Contractor will power-wash/clean
all soffitts; wood fascia; concrete/masonry above entry doors; and wood
siding panels by entry doors as applicable. Contractor will then
hand-scrape all loose paint, and resecure (using galvanized nails) any
loose trim, soffit, fascia, etc. All wood will then be
``rough-sanded'' to ensure maximum adhesion and durability of new
paint, caulking, etc. Contractor will spot prime/apply a one-coat
application of exterior oil base primer (tinted to match finish paint)
to all bare wood. All wood will receive (brush and roll) a two coat
finish paint application (with linseed oil added/mixed with finish
paint) of exterior oil-base finish paint. Soffitts (masonry/concrete)
above entry doors will receive a two coat application (brushed and
rolled) of exterior masonry latex paint with color to match trim.
Contractor will remove all loose/peeling paint from exterior
handrails/guardrails, spot prime bare metal with oil base primer, then
apply a two-coat oil-base paint finish application. Buildings
#3,#4,#5,#6,#7,#8,#10, and #11: Contractor also will clean (High
Pressure Power Wash) all exterior surfaces of entire structures to
include but not limited to brick, concrete, wood, windows, fascia,
soffitts, siding, doors, gutters, downspouts, etc. Building #6:
Contractor will scrape and sand North, South, and East exterior metal
doors, doorjambs, and trim surfaces (interior and exterior sides) to
remove all loose/peeling paint. Contractor will then do a one-coat
application of exterior oil-base primer and then apply a two coat
finish application of exterior oil-base finish paint. All work is to be
done in strict accordance with specifications and in accordance with
the VA criteria and standards and all applicable local and state
building codes, ordinances and regulations and the NFPA shall be
considered where applicable. SIC code 1721 will apply to this project.
The Government estimate is between $100,000 and $250,000. Award is
subject to the availability of funds. Requests must be in writing. A
pre-bid conference will be held on August 30, 1996 at 2:30 p.m. Bid
