Building 355, Upton, N.Y. 11973-5000 Z -- NUCLEAR GRADE CONSTRUCTION BASIC ORDERING AGREEMENTS Contact:

Universities, Inc., operator of Brookhaven National Laboratory, under
contract with the U. S. Department of Energy intends to issue contracts
for Nuclear Grade Construction Basic Ordering Agreements. Brookhaven
National Laboratory plans to establish three (3) or more Basic Ordering
Agreements (BOA's) to provide Nuclear Grade Qualified construction
craftsmen and supervision for the performance of construction work as
required at the Brookhaven site for a period of two (2) years,
commencing on or about November 1, 1996. These Basic Ordering
Agreements are intended for short lead-time construction projects.
Generally, the construction costs of individual task orders under the
BOA will not exceed $1,000,000.00. It will be at the Laboratory's
discretion as to when BOA's will be utilized. Options to extend the
terms of each BOA for two (2) one-year periods will also be included in
the Agreement. For an individual construction project, each contractor
with whom the Laboratory has a BOA for that specific type of work will
be asked to submit a lump sum bid based on construction specifications
and drawings. The Laboratory will then award a task order to the low
bidder. However, if a given contractor's performance on a previous task
or tasks has been unsatisfactory, the Laboratory may decline to solicit
future bids from the contractor. Thus, succeeding task awards will be
dependent on price and the contractor's past workmanship and schedule
performance. The work will be of varied nature such as: modification to
existing building areas to convert them for new uses within radiation
areas. Although the work is conventional construction contractors with
existing radiation experience and existing Radiation Safety and
Training Programs will only be considered for this project. These basic
ordering agreements currently are not restricted to small businesses
only. However, in the extent that there is substantial interest by
qualified small businesses Brookhaven reserves the right to set the
project aside for small business concerns only. Prospective contractors
will be evaluated by a panel from an established set of Evaluation
Criteria. The Criteria will include but is not limited to the
following: Past Nuclear Grade construction experience in Radiation
Areas, Radiation Training History and ALARA Program, etc. The resulting
contracts are intended solely for Radiological Contractors that have
existing Radiological/Nuclear Grade experience and training. Expression
of Interest: Construction firms that wish to participate are invited to
submit an expression of interest to the Division of Contracts and
Procurement to the attention of David Dale. Request for Proposals:
Request for Proposals (RFP's), which will be available to firms
considered qualified by the Laboratory to provide the services
required. Proposal due dates will be indicated on the RFP. Preproposal
Meeting: A Preproposal Meeting will be indicated in the RFP. Whereas
this meeting is not a mandatory requirement, attendance is strongly
recommended. Please provide a company profile outlining your experience
and qualifications with your Request To Participate on this project.
