S. Dubuisson, 601/688-1636. NASA/SSC intends to issue a Request for
Offer (RFO) for the Restoration of SSC Lock at John C. Stennis Space
Center, MS. This project provides for providing all the labor,
materials, and equipment necessary to transport stop logs from
Tuscaloosa, Alabama, to Stennis Space Center; conduct underwater
inspections; install stop logs; install tainter valve bulkheads (upper
end of gates only); dewater the lock; remove and dispose of
accumulated silt, sand, and debris; refill the lock; remove the stop
logs and bulkheads; and return stop logs to Tuscaloosa, Alabama. While
the lock is dewatered, the work consist of preparing areas for
painting; painting them; removing and replacing timbers from the lock;
and other miscellaneous work as shown on the construction drawings EMI
96NJBB, documents 1-28, and specification 200CL-G008. During the
dewatered time, other contractors will be performing work on the
working parts of the lock system. The successful contractor will
co-ordinate with other contractors during this period in conjunction
with NASA. The performance period is 270 calendar days with a 60-day
dewatered period for the lock. All work is to be done in accordance
with the specification and drawings. The specification and drawings
will be mailed under separate cover to those firms requesting copies.
The SIC for this procurement is 1629. Size standard $17.OM for the past
three years. The estimated cost of this project is between $250,000 and
$500,000. This solicitation will be released via the NASA Acquisition
Internet Service (NAIS). All potential offerors will be responsible for
downloading their own copy of the solicitation with hardcopies being
made available on request, but the closing date will be the same as
that required for the NAIS released solicitation. It shall be the
responsibility of each offeror to monitor NAIS for solicitation
releases as the solicitation will be released as soon as practicable
whether prior or subsequent to August 14, 1996. Transmission of

601-688-1141 are acceptable. Reference RFO 13-SSC-O-96-21. All
responsible sources may submit an offer which shall be considered by
the agency. An ombudsman has been appointed to hear concerns from
offerors, potential offerors, and contractors during the preaward and
postaward phases of this acquisition. The purpose of the ombudsman is
not to diminish the authority of the contracting officer, or the
selection official, but to communicate concerns, issues, disagreements,
and recommendations of interested parties to the appropriate Government
personnel and to work to resolve them. When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern.
The ombudsman does not participate in the evaluation of proposals, the
source selection process, or the adjudication of formal contract
disputes. Interested parties are invited to call the installation

disagreements, and recommendations which cannot be resolved at the
