Army Communications-Electronics Command is planning the release of an
RFP for the procurement of Standard Advanced Dewar Assembly II (SADA
II) units in support of the Horizontal Technology Integration 2nd Gen
FLIR Low-Rate Initial Production. Units shall meet the requirements of
performance specification PRF-5009755, dated 12 July 1996. It is
anticipated that the release of the RFP will be in October 1996, with
proposals due 30 days later. Acquisition strategy is as follows: (1)
Full and Open Competition; (2) Up to two Firm-Fixed Price Awards will
be made; (3) Sample hardware, which will be evaluated against
PRF-5009755, will be required with submission of proposals and will be
used to assess technical approach and risk; (4) Award(s) will be based
on a Best Value Basis; (5) Contract(s) will be single-year with
options. Total quantity is projected to be 154 plus options for an
additional 300 units. Contarct award is projected for February 1997,
with delivery beginning in November 1997. Draft RFP documents are
projected for release on the CECOM Electronic Bulletin Board (EBB) by
the end of September 1996. If information becomes available prior to
this date it will be made available on the EBB. Industry comments
regarding the draft RFP are solicited and encouraged. The Cryogenic One
Watt Linear Cooler will be provided as Government Furnished Material.
Successful completion of First Article Testing is required prior to
Government acceptance of product. Due to the requirements involved,
this acquisition is classified as SECRET. This classification requires
that any potential contractor be cleared for access to SECRET
information. All interested contractors possessing a SECRET clearance
should forward their ''in the clear'' address and CAGE Code to US Army
CECOM Acquisition Center, ATTN: AMSEL-AC-CC-A-CD, M. Gallagher, Ft
Monmouth, NJ 07703-5008. The U.S. Army Communications Electronics
Command (CECOM) has established an Electronic Bulletin Board (EBB) to
provide electronic transmittal of Request for Proposals (RFPs) and
Invitations for Bids (IFBs) from Government to Industry. All interested
parties wishing to do business with CECOM are invited to access,
operate, send and receive data from the CECOM EBB system. To become a
user of the EBB, you will need an identification code and password in
addition to a computer terminal equipped with the necessary hardware
and software to interface with the EBB system. A user's identification
code and password will be issued upon request along with instructions
for downloading the EBB User's Manual. All requests must include (1)
company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in
