Command (NAVAIR) intends to issue a fixed price order under NAVAIR
Basic Ordering Agreement (BOA) N00019-95-C-0122 to incorporate an
engineering change proposal (ECP) for changes to the Pioneer Remotely
Piloted Vehicle (RPV) Shipboard Pioneer Arrested Recovery System
(SPARS). The changes are being undertaken to strengthen the rod in the
hydraulic cylinder assembly and to change the pump in the hydraulic
motor assembly to prevent failures in the operation of the forward pole
assemble. NAVAIR intends to negotiate the proposed order on a sole
source basis with Pioneer UAV, Inc (PUI), Hunt Valley, MD. PUI is the
prime contractor for contracting for the PIONEER RPV) Only PUI has
access to the necessary drawings, proprietary data and technical
expertise necessary to perform the required effort. See note No. 22 and
