The Naval Air Warfare Center, Weapons Division, China Lake intends to procure Router/Forwarder with Data Link Option and Data Link Processing Option and Installation/Training on an other than full and open competition from Advanced Programming Concepts. The proposed contractor is the manufacturer and developer of the existing equipment and the enhancement options being purchased, which are commercial off-the-shelf options. The Router/Forwarder equipment is an add on enhancement option to the existing Multiple Radar Tracking Systems (MRTS) located at MACAS Cherry Point, NC and NAWCWPNS China Lake, CA. The design of the existing equipemnt and significant portions of the existing software of the system is proprietary to the contractor. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued. The solicitation number is N68936-96-Q-3908 and the solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and claused are those in effect through Federal Aqcuisition Circular 90-37. This is a small purchase, small business set aside, the SIC code is 3571 and the small business size standard is 1000. The Contract line items (CLIN) are: CLIN 0001: 2 each, Router/Forwarder; CLIN 0002: 2 each, TADIL-B Data Link Option; CLIN 0003: 2 each, IDL Data Link Processing Option; CLIN 0004: 1 job, 1 week installation/training support at NWACWPNS CHina Lake, CA and CLIN 0005: 1 job, 1 week installation/training support at MACAS Cherry Point, NC. Installation includes software revision upgrades to existing MRTS equipment. Delivery is required on or before 30 Sep 96 per CLINs 0004 and 0005, FOB point is destination at each site. The provisions at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition and there are no addendums to the provision. Offeror must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications--Commercial Items with its offer. The clause 52.212-4, Commercial Terms and Conditions--Commercial Items applies to this acquisition and there are no addendums to this clause.
