This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-96-T-8146. This is Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through FAC 90-32 and DAC 91-1. This acquisition is a non-restricted. Standard industrial classification code: 3629. Small Business Size Standard: 500. The acquisition includes Contract Line Item Number(s): 0001, 2 each, Aircraft Static Inverters, Engineered Magnetics PN EMIR330-10 or equal. General Description: The Static Inverter shall convert 28 VDC aircraft power into 115/200 VAC 400 Hz three (3) phase power at a power level of 10,000 VA. Electrical Performance: Input Voltage: Inverter input shall be compatible with 28 VDC power source. Output Voltage Regulation: The inverter output shall go from no load to full load over the temperature range from -55 to +71 degrees Celsius and for load power factors from 0.8 lagging to 0.9 leading. Output Frequency Regulation: Inverter output frequency regulation shall be in accordance with MIL-STD-704E, 1 May 91. Power rating: Inverter shall provide 10,000 continuously at an altitude of 50,000 feet during normal input conditions. The inverter shall provide 10,000 watts to a unity power factor load under the same conditions. Overload: Inverter shall provide 150% of rated output for one (1) minute to a load with a lagging power factor of 0.9 and with the input voltage at 22 VDC. Short Circuit Capacity: Inverter shall provide 300% of rated output for two (2) seconds into a zero impedance line to ground short circuit, with the input voltage at 22 VDC, without sustaining damage. Current limiting is controlled by solid-state circuitry and will not open the output circuit. When the short is removed, the inverter shall return to normal performance without impairment of reliability or subsequent performance. Efficiency: Inverter shall operate at a minimum efficiency of 75% for rated load and normal input voltage conditions. Phase Rotation: Phase rotation shall be in the order of A-B-C. Phase Unbalance: Inverter phase voltage shall not exceeded for the following conditions: (a) A three-phase load equal to 1/3 of the inverter rating and a single-phase load equal to 2/9 of the three-phase rating. (b) A three-phase load equal to 2/3 of the inverter rating and a single-phase load equal to 1/9 of the three-phase rating. Output Voltage Modulation: The voltage modulation, less the direct current input voltage modulation, shall not exceed 0.5% under conditions of no load, half load and full load, with the load having a lagging power factor of 0.9. Reduced Input Voltage: Inverter shall provide full rated output power when operated continuously at an input voltage of 22 VDC. Life: Inverter shall operate for a minimum of 25,000 hours without maintenance, under conditions of rated load, input of 27.5 VDC, lagging power factor of 0.9 and high ambient temperatures at sea level altitude. Predicted MTBF shall be greater than 50,000 hours. Motor Starting: Inverter shall provide full starting torque to a single or three-phase induction motor requiring an inrush current equal to the rated load of the inverter with a lagging power factor of 0.5. Environmental Conditions: Inverter shall provide electrical energy in flight vehicles under any of the following conditions or natural combinations of conditions: a. Barometric pressure ranging from sea level to 80,000 feet. b. High ambient temperature-altitude conditions as specified in MS33543 Rev A, 27 Nov 53 curve II. c. Low ambient temperature of -55 degrees Celsius continuously at sea level. d. Relative humidity as specified in MIL-STD-810E, 31 Jul 95, method 507.1, procedure I. e. Exposure to salt-sea atmosphere. f. Vibration as specified in MIL-STD-810E, 31 Jul 95, method 514.2, procedure IA for the following vibration levels: 0.02 g^g/Hz for frequencies from 10 to 500 Hz., 0.08 g^g/Hz for frequencies from 500 to 2000 Hz. g. Shock: The inverter shall operate as specific without malfunction before, during and after exposure to the requirements specified in MIL-STD-810E, 31 Jul 95, method 516.2, procedure I for basic design test and procedure III for crash safety test. h. Acceleration loads as specified in MIL-STD-810E, 31 Jul 95, method 514.2, procedure II. i. Rain resistance as specified in MIL-STD-810E, 31 Jul 95, method 511.1, procedure II. j. Explosive atmosphere as specified in MIL-STD-810E, 31 Jul 95, method 511.1, procedure I. Installation: Inverter can be operated in any mounting orientation. Dimensions: Inverter dimension shall not exceed 14'' wide by 24'' long by 10'' high. Weight: Inverter weight shall not exceed 100 pounds. Electrical Connections: Input and output connections shall be specified at time of order. Adjustments: The inverter shall not require any external adjustments for voltage of frequency. Cooling: The inverter shall be cooled principally by forced convection, with secondary cooling by conduction to the mounting surface. Cooling fans shall be ball bearing brushless direct current type having a rated lifetime of 90,000 hours. Cooling air shall only pass over the heatsink assembly, not over the active electronics. Warmup Time: Inverter shall provide full rated power within 500 milliseconds after application of input power. FAR provision 52.212-1, Instructions to Offerors--Commercial applies.
