synopsis/solicitation for commercial items proposed in accordance with
the format in Federal Acquisition Regulation Subpart 12.6, as
supplemented with additional information included, in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. This
solicitation, N00014-96-R-LS08, is a request for proposal (RFP). This
acquisition is unrestricted. The small business size standard for this
acquisition is 500 and the SIC code is 3826. The Naval Research
Laboratory has a requirement for a UV/VIS/NIR Spectrometer that will be
used to accurately measure diffuse reflectance, relative specular
reflectance and diffuse transmittance of liquids, solid laminates and
cloth. The Contractor shall provide a high performance UV/VIS/NIR
double beam spectrometer with double monochrometer and reference beam
attenuation, 1 each that meets or exceeds the following specifications:
The optical unit shall include a large interchangeable sample
compartment and detector module, and monochrometers with holographic
gratings in Littrow configuration with 1440 L/mm for the UV/VIS range
and 360 L/mm for the NIR range. The spectrometer must have a side on
photomultiplier with especially high sensitivity for the UV range and
a high performance thermostatted PbS cell for the NIR range with
automatic detector switching. The spectrometer must accurately measure
material properties in the following wavelength range: .185 - 3.3
microns (and be expandable to .175 microns with a nitrogen purge). The
instrument must have bandpass of .05 - to 5.0 nm in .1 nm increments
in the UV/VIS range and .2 - 20 nm in .04 nm increments in the NIR
range. The spectrometer must provide scan speeds of .1 to 2400 nm in
the UV/VIS range and up to 9600 nm/min. in the NIR range. Stray light
must not exceed .00008%T @ 220, 340, and 370 nm. measured according to
ASTM E-387. Noise levels must not exceed: .000050 A RMS @ 500 nm, 0A,
.000160 A RMS @ 500 nm, 1A, .000300 A RMS @ 500 nm,. 2A, 001000 A RMS
@ 500 nm, 4A, .001000 A RMS @ 190 nm, 0A. The spectrometer must
contain an optical system that includes a motorized sample and
reference beam attenuator, prealigned tungsten-halogen and deuterium
lamps (with lifetime counter) and automatic source change. The
contractor shall provide operative software for the spectrometer. The
software must provide recording, manipulation and storage of spectral
data and complete control of instruments and accessories. The required
delivery is 30 days from date of contract award. The contractor shall
delivery the system (all shipping charges paid) and the Government
shall accept the system at FOB destination, NRL, Washington, DC. The
incorporated provisions and clauses of this acquisition are those in
effect for Federal Acquisition Regulation (FAR) through federal
Acquisition Circular 90-39 and Defense Federal Acquisition Regulation
Supplement (DFARS) through Defense Acquisition Circular 91-10. The FAR
and DFARS clauses cited herein are incorporated by reference into this
solicitation. Offerors are advised to propose in accordance with the
provision at FAR 52.212-1, Instructions to Offerors-Commercial Items.
Offerors are advised to include with their offer a completed copy of
the following provisions: FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items and DFARS
252.225-7000, Buy American Act-Balance of Payments Program Certificate.
Offerors will be evaluated in accordance with FAR 52.212-2,
Evaluation-Commercial Items. The specific evaluation criteria under
paragraph (a) of FAR 52.212-2 is: (1) technical capability of the item
offered to meet NRLs need (2) price (3) past performance. Technical
and past performance when combined, are of equal importance compared to
price. The following FAR clauses apply to this acquisition: FAR
52.215-43, Audit-Commercial Items, FAR 52.212-4, Contract Terms and
Conditions-Commercial Items, FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. The additional clauses cited under FAR
52.212-5, that are applicable to this acquisition are FAR 52.203-6, FAR
52.203-10, FAR 52.219-8, FAR 52.222- 26, FAR 52.222-35, FAR 52.222-36,
FAR 52.222-37, FAR 52.225-18 and FAR 52.247-64. The clauses at DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes Applicable to Defense Acquisitions of Commercial Items,
applies to this acquisition. The additional clauses cited under DFARS
252.212-7001, that are applicable to this acquisition are: DFARS
252.225-7001 and DFARS 252.233-7000. Any contract awarded as a result
of this solicitation will be a DO rated order certified for national
use under the Defense Priorities and Allocations System (DPAS) (15 CFR
700). Offers must be delivered to Contracting Officer, Code 3230.LS,
Bldg. 222, Rm. 115A, Naval Research Laboratory, 4555 Overlook Ave., SW,
Washington, DC 20375-5326 and received no later than 4:00 P.M. EST on
