In conjunction with the Office of Management and Budget's plan to consolidate data center operations governmentwide (OMB Bulletin 96-02), FEDCAC/FEDSIM plans to acquire commercial data processing services primarily for federal government agencies. An indefinite-delivery-indefinite-quantity (IDIQ) contract utilizing Fixed-Price Labor-Hour with economic price adjustment (EPA), and Firm-Fixed-Price (FFP) Task Orders is anticipated. A multiple award contract is planned. We intend to pre-qualify potential Prime Contractor Offerors and their major subcontractors. FEDCAC will be issuing a pre-qualification instruction letter on or about August 15, 1996, via the Hanscom Electronic RFP Bulletin Board (HERBB) and the Internet. The Request for Proposal (RFP) will be provided to industry on or about September 3, 1996. An updated source list will also be provided. In order to be included on the source list, qualified firms are required to submit a written request to the Contracting Officer. Sources responding to this notice shall indicate whether they are a large, small, disadvantaged or woman-owned business. For this synopsis, a business concern is considered small if its average annual receipts for its preceding three (3) fiscal years do not exceed $14.5 million dollars. The Government will not distribute printed copies of the RFP. The RFP will be made available to industry through the Hanscom Electronic RFP Bulletin Board (HERBB) and the Internet. The HERBB can be accessed through a computer modem, 24 hours per day, by calling 617/377-1487. Use the standard setting of N-8-1 at any baud from 300 to 28.8 (v.34).
